Emmanuel Macron goes to Mayenne this Monday for the inauguration of the first of the six sub-prefectures that he has promised to reopen or create, a symbol according to Elysée of a “return of public services in rural areas”.
The Head of State must inaugurate the sub-prefecture of Château-Gontier, created in 1807 but closed since the merger, in 2016, of this district with that of Laval. It is one of the six sub-prefectures that should see the light of day at the end of the year, in accordance with a promise by Emmanuel Macron to reverse the trend that until then was rather to close these State antennas.
“Return of public services to rural areas”
The others will be open in Clamecy in Nièvre, Montdidier in Somme, Nantua in Ain, Rochechouart in Haute-Vienne and finally Saint-Georges de l’Oyapock in Guyana, the presidency announced on this occasion.
C’est “un signal fort” du “retour des services publics dans les territoires rural”, a plaidé l’Elysée en amont de ce déplacement, évoquant aussi la multiplication des structures France Services, que offrent dans un lieu unique un accès aux principaux public services. France Services’ target of 2,500 homes by the end of 2022 will be “exceeded” to reach 2,600 labels, according to the presidency.
“The State is reestablished in the proximity” after a phase of “disincarnation”, without “captain” or “entertainer” as close as possible to the problems, he further estimated.
What is the role of a subprefecture?
At this stage, the government has not planned any new sub-prefectures beyond the six planned for the end of the year, but is committed to “strengthening prefectural teams” elsewhere, by redeploying sub-prefectures to manage priority archives and “revitalize the state” in “just under twenty departments” that are rural or have strong demographic growth.
To understand the role of a sub-prefecture, BFMTV went to Mirande, Gers sub-prefecture. “We are really here to make everyday life easier,” explains the sub-prefect, Emeline Barrière. He exchanges daily with the police, participates in the financing of projects or goes to the breeders who are facing the avian flu to “feed information”.
“When we have a doubt about the legality of a proposal that we are going to make in the municipal council, we call the sub-prefecture, we have the answer immediately”, also indicates Patrick Fanton, mayor of Mirande.
A trip also dedicated to the CNR
Emmanuel Macron’s visit to Mayenne is not only dedicated to the opening of a sub-prefecture. The president must also participate in Craon, still in the department, in a territorial session of his National Refoundation Council (CNR) dedicated to health.
In the presence of his Minister of Health, François Braun, he is to have an exchange with professionals in the sector, residents and elected officials on “the permanence of care, access to care, the attractiveness of professions and prevention”.
