A “lower, simpler and fairer” IRS, the withdrawal of the IUC with a reduction of 25 euros per year and the return to citizens of the revenues from the privatization of TAP are some of the budget changes presented by IL this Tuesday.
At a press conference on the last day of proposals for changes to the 2024 state budget (OE2024), IL parliamentary leader Rodrigo Saraiva and Liberal deputy of the Budget and Finance Committee João Cotrim Figueiredo presented the 24 “surgical interventions” that the party wants to carry out in the document with the aim of giving “security and hope to the Portuguese” in the current scenario of political crisis.
The Liberal proposals are divided into four main areas: “Grow Portugal, Get Portugal to Work, Solve the IL and Less State in the Economy,” with João Cotrim Figueiredo starting by detailing the proposal on the IRS, one of the party interests. flags.
With the aim of having a single IRS, “lower, simpler and fairer”, IL proposes “three levels, two rates and the abolition of the programs for non-habitual residents, the return program and the young IRS”.
The Liberals’ proposal is to apply a 0% rate on a maximum of 7,400 euros of taxable income, with the aim of replacing the ‘current and complex’ minimum income requirement.
In the second level, the 15% rate would be applied up to a taxable income of 32,450 euros, followed by a third level with a rate of 44%.
“We are proposing the withdrawal of the IUC in our own way. We will also only collect two euros per month in revenue for the state. If it is not much for the taxpayers, even less for the state.”he explained.
In view of the total end of the IUC, IL proposes to reduce it by 25 euros per year for all vehicles until it reaches zero euros.
In addition to the privatizations that liberals usually propose, Cotrim Figueiredo presented the ’round trip’ program, which aims to ensure that the money injected to save TAP returns to the pockets of Portuguese taxpayers when it is reprivatized.
“Whatever the revenues from the privatization of TAP, they will go back to the Portuguese”he said.
The IL delegate also put forward the lines of the “Programa Presta ou Paga” (PPP), applied to public services, with the idea that “either you provide the service or you pay for it” and that “either the citizen is satisfied , or there is a charge for public service which he has not fulfilled”.
With the aim that this PPP can be applied to other areas, the Liberals are tentatively proposing it for healthcare, transportation and registrations and notaries.
