The vote on the 2024 state budget proposal (OE2024) begins today, with delegates debating and voting on more than 1,900 proposals to amend the document, which is a new record.
The specialty of OE2024 takes place in an unusual context, as the President of the Republic announced the dissolution of the Assembly of the Republic and the call for early parliamentary elections, following the resignation of the Prime Minister, which did not prevent a new maximum number of to suggest.
According to the parliament’s website, 1,931 proposals to amend the budget have been submitted, of which 35 have been withdrawn.
The leader in the number of proposals is PCP, with 507, followed by Chega, with 441 proposals. The largest opposition party, the PSD, proposed 307 changes, while BE submitted 184 proposals.
PAN presented 159 proposals, Livre 153 and PS 122.
The party with the lowest number of amendments submitted was IL, with 58 proposals.
The discussion on OE2024 in the plenary specialty will last all week, with debate in the morning and votes in the afternoon, as usual, culminating in the global final vote on November 29.

The PS, having guaranteed the viability of its proposals, has continued to roll back or soften some of the most controversial measures in OE2024.
The Socialists are removing the IUC increase for vehicles from 2007 and previous years, proposed by the government in the budget, strengthening the situations in which people who had already started the process of the non-ordinary resident tax regime (RNH) can change. to Portugal and continue to benefit from it.
In the initial version of the OE2024 proposal, only people who meet the conditions to be RNH or holders of a valid residence visa as of December 31, 2023 retained the right to register.
The PS also clarifies that the Regressar tax regime, which excludes 50% of income from IRS tax, only applies to those who have already lived in Portugal and proposes that it will remain possible to redeem pension savings plans without penalty next year ( PPR). , from the beginning to pay mortgage loans.
The Socialists want, among other things, that the IRS withholding tax for employees living in rental properties will be reduced by another 40 euros in 2024, that progressive withholding taxes for the self-employed will be applied next year or that they can be deducted. The IRS collects a portion of the costs to pay domestic workers.
PSD
The largest opposition party proposes reducing the IRS to the eighth bracket, a maximum rate of 15% for young IRS, the complete replacement of teachers’ service time, spread over five years, and the abolition of the extraordinary contribution for local housing.
The Social Democrats want, among other things, that the government will set up a working group within thirty days to evaluate non-ordinary residents and set up a tax incentive mechanism for savings of up to one hundred thousand euros.
The reduction of the IRC to 19% and the tax exemptions for productivity bonuses are also defended by the PSD faction.

Chega wants an exemption from IMI for private and permanent homes up to 350 thousand euros, an exemption from IMT for owner-occupied homes for young people up to 35 years old and an increase in the minimum wage to 900 euros.
It also proposes a reduction in VAT on diesel and petrol to a rate of 13% and an extraordinary contribution to bank profits of 40%, arguing that the “state should channel these taxes to reduce credits for family housing”.
Liberal initiative
In view of a single IRS, IL wants to apply a rate of 0% up to 7,400 euros of taxable income, a rate of 15% in the second bracket up to 32,450 euros of taxable income, and from then on there will be a third tier with a percentage of 44%.
The Liberals also want the abolition of the programs for non-habitual residents, the return program and the young IRS, as well as the return to citizens of the revenues from the privatization of TAP.
PCP
The PCP proposes to reduce the value of the social pass to 20 euros and make it free for all young people up to the age of 23 and for people over 65 and that medicines are free for people over 65 and the chronically ill, in addition to defending the end of toll payments in the ex-SCUT.
The communists want, among other things, a 0.43% limit on income increases or the creation of a public network of daycare centers, free access for young people up to 25 years old to all equipment and cultural activities promoted by the central government and the strengthening of investments in CP and Transtejo/Soflusa – which guarantee river transport between Lisbon and the south bank.
Left block
BE wants a 15% salary increase in the public sector in 2024, or 140 euros if that percentage is lower than this absolute value, a limit on updating rents and banks’ renegotiation of spreads and other related conditions with housing credit contracts with variable interest rates, so that the DSTI does not exceed the maximum value of 50%.

The extension of the ‘3 C’ program – Home, Comfort and Climate, the creation of a public hydrogen agency or company and the extension of the national rail pass to urban, interregional and intercity trains, with a maximum monthly value of 49 euros also make part of the proposals.
