The PS will approve around four dozen proposals for changes from opposition parties on the second day of voting on the 2024 state budget (OE2024), an official source from the parliamentary group told Lusa on Friday.
The OE2024 special voting process is in its second day, with the PS, which has an absolute majority in parliament, approving around twenty proposals from opposition parties on the first day.
According to an official source from the Socialist parliamentary group, around four dozen opposition changes will take place today for which the PS will give the green light.
According to the script of the proposals that will be voted on this afternoon in the Budget and Finance Committee (COF) and discussed in the plenary this morning, deputies will consider proposals in the areas of education, transport, health or culture. among other things. .
In the votes during Monday afternoon at the COF, the word ‘rejected’ was used more often than ‘approved’ and even among those that have become viable, the majority do not have a major budgetary or strategic impact.
Of the 45 changes approved in OE2024, 20 came from the opposition and, unsurprisingly, the 25 were planned by the PS.
However, during the call for some measures to the plenary, the change in the PS’s voting direction made two more opposition proposals viable.
One from IL, which plans to conduct a study on the possibility of independent professionals accessing parental protection schemes, and another from PSD Madeira delegates on debt settlement agreements in the water and waste sector.
On the first day of the special, Livre was the party with the largest number of proposals made feasible, a total of seven (two of which were partial), while the PCP and PAN each had four proposals approved.
In turn, the PSD saw three proposals approved and BE achieved only two victories (one of them after the PS changed the voting direction at the end of the day).

PS changes the vote and approves the IL proposal on independent professionals
Today the PS changed its vote and enabled a Liberal Initiative proposal to amend OS2024 to study the possibility of independent professionals being covered by parental leave schemes.
IL’s proposal was put to the plenary for a vote after receiving favorable votes from all parties except the PCP, which abstained. “In 2024, the government will study the possibility and conditions for the integration of self-employed professionals and self-employed persons into parental leave schemes,” the approved proposal said.
To justify the initiative, IL points to the challenges these professionals face in terms of parental rights compared to employees.
The IL initiative includes another change on this issue, but it was not voted on.
Madeira’s Social Democratic deputies today also received approval of their proposal, which extends the procedures necessary for the regularization of local authorities’ debts to state-owned enterprises to management entities and regionally owned debts related to the waste sector.
In this way, the article of the 2024 State Budget (OE2024) on debt settlement agreements for local governments now stipulates that these agreements can also be concluded ‘by management entities and user entities with regional ownership, including in this case, debts from the waste sector […] the payment term of which does not exceed 25 years […]”.
The debate and vote on the OE2024 proposal and the hundreds of amendments submitted by the various parties entered its second day today. The final global vote is scheduled for the 29th.
