Deputies from PS, PSD, PCP and Livre expressed concern in the regiment’s review committee this Friday about “the plagiarism” of some parties’ parliamentary initiatives by others, with some admitting having introduced a rule condemning or signaling this.
The topic was introduced at the working group meeting by Deputy and Vice-Chairman of PSD Bank Hugo Carneiro, who suggested that the services could include a short technical note pointing out that a particular project had “many similarities” to that of a other party. .
“I think only public pressure can have an effect and for that we need to create a way for this accounting to be visible,” he said, suggesting that if this were available in a computer record, the media would cover these cases in a systematic way. , because it explains the absence of members.
Livre’s sole deputy, Rui Tavares, believed that it could be “discouraging” for parties who believe their text is plagiarism or appropriate to take it to a specific point of the Parliamentary Transparency Committee.
“The immediate consequence is that whoever did it would be shamed”said.
For the PS, the coordinator of the working group Pedro Delgado Alves admitted that the matter is on the agenda, but questioned “whether the effect of shame would affect those who commit plagiarism”.

However, the co-ordinator of the working group appealed to parties that have concrete proposals in this regard to present this next week, which the PSD admitted to do.

The delegates present agreed to include in the agreed text of amendments to the Rules of Procedure of the Assembly of the Republic a minimum period of fifteen days for the parties to schedule parliamentary days and a determination that they should not overlap with those of another bank, as happened recently with the from PS and Chega.
The vote in the working group is scheduled for the 24th and will then be submitted to the Committee on Constitutional Affairs on the 26th for a vote in the plenary the following day.
The aim is that the new Rules of Procedure of the Assembly of the Republic can be voted in plenary in favor of the suspension of the work of the parliamentary committees, which will be in force during the discussion in the specialty of the proposed state budget for 2023 .
This process of reviewing the Rules of Procedure has as its focal point the review of the models of parliamentary debates with the Prime Minister, with proposals from all banks, the majority to extend the biweekly talks concluded in 2020 in agreement between PS and PSD. to recover.
With the exception of PS and PCP, all other parties, including the PSD, come up with proposals to replace the biweekly debates with the Prime Minister.
In its diploma, the PS proposes a monthly debate with the Prime Minister, as was the case between 1996 and 2007, and that the government attend the plenary session of the Assembly of the Republic every two weeks.
The Socialists also plan to end the current question-answer model in debates with the Prime Minister, stating that “at the end of each party’s intervention period, the government’s response is immediately followed”, a change that the PSD disputes. .
The PCP plans to have the Prime Minister appear in plenary once a month and each minister at least once per legislative session, but has already announced that “it will vote for the proposals to replace the biweekly debates with the Prime Minister”.
In the current model, debates are held with the government on a monthly basis and the Prime Minister only needs to appear before the deputies once every two months.
