“The Assembly is not the Samaritan”: in full budget, the opposition ends up against Bruno Le Maire

The government will choose the amendments voted in the hemicycle that will maintain the version adopted by 49.3. “We do not make our market,” Marine Le Pen attacked. “You would like to swindle the votes of the National Assembly in your corner,” Mathilde Panot lamented on her part.

Pressure has built up a bit between the oppositions and Bruno Le Maire at the full review of the 2023 budget on Tuesday night. The Economy Minister had announced a few hours earlier on BFMTV that he would not retain all the amendments voted in the chamber, once the majority had reached 49.3. Much to the chagrin of various figures in political life.

“The National Assembly is not the Samaritan. We do not make our market. (…) The amendments are voted on, they seem good or bad. This is how democracy works,” the patron saint of the RN deputies advanced in the hemicycle on Tuesday by the night.

Amendments rejected “in the name of consistency”

In a text adopted by 49.3, a constitutional provision that allows the approval of a bill without going through the ballot box, the government has complete freedom over its content. You can thus delete the voted amendments or even add some that have been rejected.

Suffice it to say that several provisions adopted by the Bourbon palace will not pass the caudine forks of Bercy, such as the taxation of superdividends.

“Taxing superdividends is profoundly unfair. We reject it in the name of consistency,” Bruno Le Maire justified on BFMTV on Monday.

“Would you like to intrigue in your corner”

The amendment on the taxation of superdividends, however presented by Jean-Paul Mattéi, president of the MoDem group, was adopted by the National Assembly with the votes of the Nupes, the RN and the favorable vote of 19 Renaissance deputies, including Freddy Sertin, assistant to Élisabeth Borne.

“You would like to swindle the votes of the National Assembly in (your) corner, it is unacceptable,” judged Mathilde Panot, president of the rebel group in the National Assembly.

The establishment of a tax credit for the rest in charge of all residents of nursing homes, also voted in the chamber, should not be maintained either. This device, which would reduce the costs of nursing homes by about 200 euros a month, was supported by several Renaissance elected officials, much to the chagrin of Bruno Le Maire. The measure is valued at 675 million euros.

“A sum of amendments does not make a good budget”

The same observation for the reestablishment of the “exit tax”, referring to the exit for tax reasons of businessmen, was voted by a majority by the chamber last week. This provision will no longer be upheld by the Minister of Economy, who is fiercely opposed to it. In the executive ranks, we suppose.

“A sum of amendments does not necessarily make a good budget. When the oppositions vote together for an amendment, it is a majority of circumstances. The oppositions defend completely opposite positions,” replied Jean-René Cazeneuve, Renaissance deputy and general rapporteur of the budget.

Bruno Le Maire also defended on BFMTV his desire to keep certain amendments defended by the opposition in the version adopted by the government.

“Decision Time”

He thus cited a socialist amendment consisting of maintaining “5.5% VAT on masks”, and a measure of the LR that provides for “raising the value of restaurant tickets from 11 to 13 euros”.

“After the time for debate, comes the time for decision,” the Economy Minister said again in the hemicycle on Tuesday in response to the opposition.

The issue should return to the table when the debate resumes on Tuesday afternoon.
