Because at least 289 deputies are needed to approve a text like this. However, the Nupes (PCF, EELV, PS and LFI) have 151 elected positions and the RN 89… a total of 240 deputies. Especially since Les Républicains (61 MEPs) have no intention of voting in favor of the two texts.
