This Wednesday, the government made official the use of 49.3 to approve the 2023 budget in the first reading, without going through the vote of the deputies in the National Assembly. The opposition had made it known that they would oppose this bill presented by the executive, thus forcing the presidential caucus – which only has a relative majority – to force their way through.
Faced with this decision, the deputies of the New Popular Ecological and Social Union (Nupes) left the chamber directly to present a motion of censure. The National Rally will do the same this Thursday. These provisions make it possible to overthrow the government and, in this case, reject the adoption of the text.
However, its actual implementation is very complicated. After its deposit -which requires the signature of a tenth of the assembly members (58 deputies)-, it is necessary to collect the vote of the majority of the deputies (289) for them to take effect.
no chance of success
With the current composition of the hemicycle, this would be equivalent to joint votes from the party Les Républicains (LR), Nupes and RN. However, the right does not intend to add their voices to the two planned motions of censure. In addition, the left and the extreme right should swim in their own corridor and vote only on their respective motion of no confidence.
Communists and environmentalists have expressed themselves in this sense in recent days. Ditto next to the RN. “A priori”, the members of Marine Le Pen’s group will not vote in favor of Nupes’ motion of censure, as the latter indicated on BFMTV on Sunday.
