And two. Elisabeth Borne has just returned 49.3 for the first part of the Social Security budget this Thursday, having already used it on Wednesday to approve the budget.
Its appeal is not really a surprise when the government does not have an absolute majority to have its text adopted. Gabriel Attal had also announced the color since the beginning of the debates.
“Don’t Let Us Go”
“The opposition does not want to open the possibility (…) of letting us advance. In these conditions, we will also assume our responsibilities,” the delegate minister of Public Accounts told AFP.
The Council of Ministers had prepared its back by allowing the use of 49.3, despite calls from Yaël Braun-Pivet, president of the National Assembly, to “take time for debates”.
Although the executive had waited until the last limit to remove this constitutional weapon for the budget, the majority chose to go much faster. In fact, the Prime Minister will have to go back to 49.3 for the other 3 parts of the Social Security budget that require a vote.
The government can use this tool without limit on budget texts, but can only use it once on other bills during a parliamentary session.
New motion of censure of the Nupes
“We really do not need to prolong the debates this time. We have already shown that we are trying to dialogue with the opposition on the budget. So, this time we are going for it,” a ministerial adviser analyzed on Wednesday with BFMTV.com.
Nupes has already announced that it will present a new motion of censure, as it had done last Wednesday. Adopting him, however, seems highly unlikely.
