The constitutional text that provides for a “statute of autonomy” for Corsica “within the Republic” was adopted by a large majority this Wednesday, March 27, by the Assembly of Corsica, although 13 elected officials out of 63 voted against the granting of regulatory power local.

The text, made up of six paragraphs, was put to a vote in three parts, on the notion of a Corsican community, the possibility of a regulatory power granted to the island’s elected officials and, finally, the idea of ​​submitting this text to the voters. Corsicans through a popular consultation. Then, a fourth vote recorded this consultation in three acts of the 63 elected representatives of the Corsican Assembly.

Envious of Guyana, Alsace, the Basque Country and Brittany, this text is the one agreed upon in mid-March in Paris by the Minister of the Interior, Gérald Darmanin, and eight Corsican elected officials who represent the different political tendencies of the island chamber.

62 votes in favor, one against

Sixty-two elected officials voted in favor of the first paragraph of the text, which provides for “the recognition of an autonomous status for Corsica within the Republic that takes into account its own interests linked to its Mediterranean insularity, its historical, linguistic, cultural community having developed a unique bond with his land”. Only one pro-independence elected voted against.

The same vote was obtained for section 6 of the text, which provides for the validation of this text by Corsican voters through a “popular consultation”. Finally, regarding the four paragraphs relating to the “regulatory power” that could be granted to the island’s elected officials, 49 voted in favor, 13 against and one abstained.

During the last vote, in which it was stated that “the text thus adopted will be transmitted to Parliament”, 62 elected officials voted in favor and one against.

And now, the National Assembly

Gérald Darmanin had asked Gilles Simeoni to “seek a broad consensus” within “the Territorial Assembly, beyond the Corsican autonomist and nationalist family.”

If President Macron considers that this Corsican step has been achieved, those of the national Parliament will remain, where the project is far from unanimous. The right, the majority in the Senate, is in fact hostile to this constitutional reform which, to be validated, must be voted in an identical manner by the National Assembly and the Upper House before the meeting of deputies and senators in Congress, where will gather a three-fifths majority.

The date of the popular consultation of the Corsicans on this text has not yet been determined.
