“The President of the Republic will speak in the form of a video speech” at the opening of the congress on Wednesday, the French National Federation of Mutual Insurance Companies (FNMF) said in a press release on Monday.
An absence that breaks with tradition: since 1982, all the presidents of the Republic have been present at the Mutualidad congresses, including a weakened François Mitterrand who lost his voice in 1994.
Macron present at the last edition

On Thursday, the Head of State scheduled the inauguration of the National Council for Refoundation (CNR) in Marcoussis (Essonne), in the presence of the president of the Mutualité, Éric Chenut, who will accompany the occasion.
You will find in Essonne the general secretary of the CFDT, Laurent Berger, initially registered in the program of the Marseille congress on the same day.
Schiappa and Beaune will be present
In a statement sent to AFP, the president of the Mutualité maintains, however, that the president “wanted to express himself (…) as usual”, although “unfortunately, his limitations do not allow him to come to Marseille”, and underlines that “this intervention is expected and testifies to the place of the mutualist movement in our country”.
The executive will continue to be represented in Marseille by two ministers: Marlène Schiappa (Social and Solidarity Economy) on Wednesday morning and François Braun (Health) on Friday for the closing.
