Never two without three. The National Assembly largely rejected on Monday night a new motion of no confidence from the left-wing alliance Nupes, which led to the de facto adoption of the income part of the Social Security budget project (PLFSS) in the first reading.
The motion received 150 votes, far short of the 289 needed. The deputies will be able to resume this Tuesday the examination of the spending part of this PLFSS 2023.
Earlier in the day, the National Assembly had rejected the motions of censure by RN and Nupes, presented after the activation by the government of 49.3 in the state budget.
These censorship attempts responded to the constitutional weapon of 49.3 unleashed Wednesday and Thursday by the Prime Minister, Elisabeth Borne, due to the lack of an absolute majority in the Assembly. For Social Security, the socialist Jérôme Guedj denounced a “preventive 49.3” drawn up on the first day of the debates.

On the merits, the spokesman for the left-wing coalition Nupes criticized the Executive for an increase in the National Health Insurance Expenditure Target (Ondam) “below inflation, weakening all the actors.”
The debates on the Social Security budget project are scheduled until Wednesday and could be interrupted by a new 49.3 on the whole text, in the absence of an absolute majority for the Executive.
The PLFSS forecasts a sharp drop in the deficit to 6.8 billion in 2023 (17.8 billion this year), based on a spectacular drop in the Covid bill.
It plans to improve prevention, with appointments at key ages of life, and to reform the training of general practitioners by adding a fourth year with “priority” internships in medical deserts. It also intends to increase the fight against the “abuse” of prescribed work stoppages during teleconsultations.
The right laments “an umpteenth missed appointment” for “a breathless health system” and the left denounces a “lack of investment in our health system and our hospitals.” The elected nurses also point to a text “blind to the difficulties of patients and health professionals.”
