Elisabeth Borne shoots 49.3 again to approve the Social Security budget

The Prime Minister has just activated the constitutional weapon of 49.3 so that the Social Security financing bill is approved. Enough to allow the government to maintain the announced parliamentary calendar.

And three. Elisabeth Borne returns this Wednesday night to get 49.3 for the rest of the Social Security budget bill to be approved.

The prime minister already used it on October 19 to approve the first part of the 2023 budget, before using it again the next day to approve the first three parts of the Social Security financing bill.

A very tight schedule

The use of this constitutional weapon, which allows the government to pass a text without going through a vote, is not surprising when the government does not have absolute majority your text is adopted.

Since the resumption of the debates on this text this Tuesday in the National Assembly, the points of order have been chained, the deputies hoping that the debates can be extended beyond the schedule foreseen by the executive, which intended to culminate the exchanges on the night of this Wednesday.

The Council of Ministers had prepared last week its rearguard allowing the use of 49.3despite calls from Yaël Braun-Pivet, president of the National Assembly, to “take time for debates”.

A probable new motion of censure

While the executive had waited for the last limit to remove this constitutional weapon from the budget with 55 hours of debate, the majority then opted to go much faster.

The government can use this unlimited tool on budget texts but you can only use it once on other bills during a parliamentary session.

The Nupes could bring out a motion of censure again, after having seen theirs rejected last Monday, despite the support of the RN. The one worn by Marine Le Pen was also not adopted.
