49.3, episode 3… and 4? The Assembly combines the burning issues of this Monday with the examination of the “ecological” credits of some State budgets already promised in 49.3, and two motions of censure against the passage without a vote of the Secu.
The two motions aimed at overthrowing the government, from the RN and from the LFI, respond to Elisabeth Borne’s third appeal to the constitutional weapon, after having already outlined it to approve without a vote the income items of this PLFSS and the budget of the ‘ Condition.
The RN motion, against a “deaf government to the calls for change decreed by the legislative elections”, will be examined first from 3:00 p.m. and defended by Marine Le Pen. That of the Insoumis, denouncing “a farce of parliamentary democracy”, will continue and must be defended by the deputy of Val-de-Marne Clémence Guette.
The Nupes in scattered order
His opponents accuse him of drawing him to interrupt the debates on sensitive issues and above all of not retaining in the final texts measures adopted against his opinion.
“We don’t want to trivialize the fact that the government arrives and says ‘the texts will pass as they are’”, insisted Clémence Guette.
Still, this time, the Insoumis go alone to present their motion. The rest of the nupes were reluctant from the outset to respond to every 49.3 with a motion of censure.
A meeting of PS deputies will be held on Monday to address the voting issue. Questioned on Sunday, EELV deputy Sandra Regol declared that she did not know “not yet” if her group was going to vote for her.
“I think they wanted to reserve the possibility, if the RN votes, not to vote,” analyzes a government source. The communist group said last week it was “ready” to bring its votes.
Whatever happens, the bar of 289 favorable deputies seems unattainable and the PLFSS should be approved in first reading, before going to the Senate.
A new 49.3 this Monday?
Before, the hemicycle will have had time to warm up in the morning with the examination from 9 am of the sensitive program “ecology” of the State budgets, which will have to resume in the afternoon after the examination of the motions of censure.
But various sources within the presidential camp have indicated that the executive is leaning toward a new 49.3 in the state budget this week, perhaps as early as Monday.
The opposition has been urging the government since the beginning of the budget sequence to protect the measures it manages to vote on, be it its amendments on overseas territories or, certainly, on ecology. A fourth procedure of 49.3, if completed, would close the first reading of the budgets in the Assembly.
