The councilor of the municipality of Oeiras Carla Castelo, independently elected by the coalition Evoluir Oeiras (BE+Livre+Volt), has filed a lawsuit against the municipality to stop being identified in the site officially as mayor of the Left Bloc, it was announced this Wednesday.
On the website of the municipality led by the independent Isaltino Morais (chosen by the IN-OV citizens’ movement), in the description of the composition of the executive branch, the reference “Carla Castelo – Bloco de Esquerda” appears next to the photo of the alderman .
The mayor, who is president of the association Evoluir Oeiras, has in the past headed the list of the “Evoluir Oeiras” coalition, made up of the three parties, but is not partisan, so she believes it is a matter of “defending her right to personal identity”.
“Since the end of 2021, the councilor has requested several times orally and in writing that the identification be corrected, with the name ‘Councilor of the Evoluir Oeiras Coalition’, but the correction is not carried out on higher orders.’, says the councilor’s statement, in which he criticizes the ‘arrogance’ of the city government.
The situation extends to the identification on the plaque placed on the table during chamber meetings: “Only the name and logo of BE were also placed.”

“The Evolve Oeiras Political Group is made up of independents, like me, and members of three parties. We have always worked very well together and in the chamber I represent this progressive and ecological collective. It makes no sense to be labeled a councilor of any party, as I am not from any party, except in the logic of Isaltino Morais, who tries to destabilize our group and confuse people.’, writes the alderman, who has been nominated by BE for the coalition list.
The other independent candidates, he emphasizes, have been nominated by the parties concerned, “as determined by law”.
The “action with special protection for personality protection”, to which Lusa had access, was presented to the local civil court of Oeiras of the district court of Lisbon Oeste and asks the municipality to identify Carla Castelo “as an independent councilor, elected by the Evoluir Oeiras Coalition or, if it does not deem it necessary, as an independent councilor, on its website, as well as in any places, documents or vehicles dependent on it”.
It is also required that the municipality be ordered to “abstain from identification” [Carla Castelo] as a councilor for the Bloco de Esquerda, prohibited from identifying himself [a autarca] by means of any formulation from which this or other party association results”.
In addition to Carla Castelo, the board of Oeiras, in the Lisbon district, is made up of eight mayors from the citizens’ movement IN-OV (including Isaltino Morais, who has an absolute majority), one from the PS and the other from the PSD, both with assigned roles by the president.
