The Minister of Sports and Youth, Gil Avérous, explained on Monday on Sud Radio that in the current state of the budget “we did not have the means to carry out” the generalization of the universal service (SNU) promised by the Head of State. several times since 2017.

When asked about the generalization of the UNS in 2026 mentioned by Gabriel Attal, then prime minister, last January, the minister responded: “very clearly today we do not have the financial means to do it.”

“Emmanuel Macron’s will is strong and laudable, but financially – I have part of the SNU credits in my ministry, so I can talk about it – today I do not have the means for a generalization of the SNU, that is clear,” he insisted. .

“64,000” young people affected at most each year

“In 2025 it won’t be like that, in 2026 I can’t imagine it could be like that,” he said. “There are no plans to eliminate it,” he stressed, however.

“At the moment, in 2025 I have credits of the same amount as in 2024,” he noted, or for “64,000 people at most.”

The SNU “is broken, it is necessary to re-examine the model,” he added. In September, the Court of Auditors made a harsh evaluation of the SNU, a system with “uncertain” objectives, with a “very underestimated” cost and with “implementation difficulties.”

“A system without budget management”

The SNU, the Head of State’s campaign promise, was launched in 2019 with the aim of making it mandatory for an entire age group (about 800,000 young people per year).

It includes a “mission of general interest” and a “cohesion stay” that includes sports, cultural and intellectual activities, with days that begin with the “raising of the colors” (flag and national anthem) and the use of the uniform.

In January, former Prime Minister Gabriel Attal announced the start of “work” with a view to generalizing the SNU “at the beginning of the 2026 school year.” The Court of Auditors also identified “a system without budget management.”
