The Ministry of the Interior announced this Friday, November 29, the appointment of the LR de Yvelines departmental councilor, Patrick Stefanini, as special representative for immigration to Bruno Retailleau, in a press release.
“This appointment is part of the Interior Minister’s firm desire to fight for better control of migratory flows and strengthen the security of the French,” the ministry says.

Patrick Stefanini was, in particular, Secretary General of the Ministry of Immigration, Integration and National Identity between 2008 and 2009 under the presidency of Nicolas Sarkozy.
Consider new agreements
“Patrick Stefanini’s mission will focus mainly on strengthening the readmission system for people in an irregular situation that depends on the Ministry of the Interior,” the statement states.
“Patrick Stefanini will be responsible for concluding new bilateral readmission agreements or agreements with the countries of origin of immigration and transit, but also for optimizing existing agreements, which may involve the renegotiation of existing ones,” indicates the Interior.
“One of the important challenges of its mission will lie in the inclusion of clauses for the readmission of third-country nationals and stateless persons,” the press release specifies.
Here he mentions the case of foreigners in an irregular situation whose “expulsion is temporarily not possible”, especially in the case of “generalized conflict” in their country. In this scenario, “it is desirable that this expulsion can be carried out to a third country through which the foreigner has transited or stayed,” indicates the ministry.
Immigration as Retailleau’s favorite topic
Appointed just after the murder of a Filipino student, whose suspect is a Moroccan forced to leave the territory (OQTF), Bruno Retailleau made immigration one of the privileged topics of his time in the Ministry of the Interior, demanding a hard line regarding to the topic.
After his appointment, Bruno Retailleau estimated in particular during an interview on TF1 that “mass immigration is not an opportunity for France (…) that is why I want to take all means precisely to reduce ‘immigration to France’.
The minister promised a new immigration law at the beginning of 2025, without waiting for the publication of all the decrees of the Darmanin law, promulgated at the beginning of 2024 after heated debates.
