This text intends to strengthen prevention systems and reports to combat anti -Semitism in higher education. The beginning of its examination, in the National Assembly on Tuesday, May 6, was marked by disagreements in the hemicycle in the planned sanctions mechanism.

A bill to combat anti -Semitism in higher education, unanimously adopted in the Senate, began to be examined on Tuesday, May 6 in the National Assembly, deputies immediately show their disagreements on the question of the planned sanctions mechanism.

Make the implementation of “referents” mandatory

“Since October 7, 2023, we have attended an alarming increase in anti -Semitic acts in our society and higher education, unfortunately, it has not been saved,” he added.

The text, transported by Pierre Henriet (Horizons) and Constance the grip (Macronista group together for the Republic), has the particular intention of strengthening the prevention and reports systems, by making the “referents” of each establishment dedicated to the fight against racism and anti -emitism semitism.

The original text also provided in its article 3, eliminated during its examination in the Committee, the creation of a “common disciplinary section” to the establishments of the same academic region, chaired by a member of the administrative jurisdiction.

Pierre Henriet’s co-clearing is intended to defend on Tuesday the reintroduction by amendment of this provision, and states that this would allow the heads of establishments outsourcing the disciplinary process in the most sensitive archives.

He recalled that nine out of ten Jewish students say they have undergone anti -Semitic acts or comments, according to a survey of the Jewish Students Union in France.

The left denounces “Libicides” measures

“The strengthening of the disciplinary procedure is necessary,” these approaches are often “too long” and “antisemy acts, too rarely sanctioned,” said Modem Géraldine Bannier.

But the left opposes this article 3. “The desire to professionalize disciplinary justice through the use of an administrative judge broke with the tradition of autonomous universities,” Steevy Gustave’s environmental subjuego punished.

The communist Jean-Paul Lecoq criticized the list of responsible facts before a disciplinary sanction added to the Education Code by the same article, even in particular “the facts that probably undergo order, to the proper operation of the establishment.”

According to him, provisions that run the risk of “violating the rights and freedom of demonstration of students.” Marie Mesmeur, deputy LFI and member of the Commission in which the text was studied, denounced to the “Libicidas” measures of the AFP of “the right right and the extreme right”.

On Tuesday, several deputies on the right have accused to the left of “diverting the appearance” against anti -Semitism, in the words of deputy Lr Alexandre Portier.

The text also inscribes “mandatory awareness” to the fight against semitism and racism within the training missions of the establishments.

The Government received a week ago a report that includes measures against anti -Semitism, “decreasing” compared to other forms of racism, and that insisted in particular on the training of teaching staff and public officials.
