OE2023: Livre sees human rights training approved for state public service

Livre on Monday passed a proposed amendment to the state budget that would establish a professional training plan in human rights for those who work with the public in central, regional and local government.

On the first voting day on the state budget for 2023 (OE2023), the proposal of the only deputy of Livre was approved with the votes against Chega, the abstention of the PSD and the votes for the other banks.

So, with the feasibility of this measure, the government should create next year “a certified professional training plan in the field of human rights aimed at civil servants, central, regional and local governments performing public service functions”.

This training must include content on “disability, gender equality, ethnic belonging, multiculturalism, LGBTI+, migration and asylum and social vulnerability”.

In the justification for this proposal, sole deputy Rui Tavares states that “the promotion and protection of human rights is only really possible if one is aware of the effect of discrimination due to certain identity characteristics or social vulnerabilities”.

Livre wants to “prioritize skills enhancement among those in citizen contact functions” on this topic in government agencies and services.

“The exercise of the same functions will have a direct impact on the realization of the exercise of rights, which is why this training is fundamental, which should also have an effect on career development,” he justifies.
