It is well known, appearances are sometimes misleading. Take the government for example. On Wednesday, July 2, its diverse members pose in the Elysees gardens, more than six months after the appointment of François Bayrou in Matignon. All are in rank together with Prime Minister and President Emmanuel Macron for the traditional family photo, thus showing a unit of the Executive.
The cliché is impeccable. However, it deserves many contrasts, since the “common base”, an coupling that brings together the Les Républicins party and the presidential majority, seems fragile.
Within this alliance of circumstances, formed after the legislative elections to build a very relative majority in a National Assembly divided into three blocks, each seeks to retire from the game, less than two years from the presidential elections.
Pass the weapon of Attal-Retaillau
The arms accumulate. The most recent was born from a platform in Le Figaro, published on July 3. Its authors: two vice presidents of the Les Républicins, François-Xavier Bellamy and Julien Aubert Party, as well as the new head of the store, a certain Brito Retailleau.
Haard of this new limit since May 18, Interior Minister cultivates his independence more. If it was necessary to provide evidence, the LR trio supplicates in its text that stops the “public subsidies” for wind and photovoltaic, erecting as “priority to rebuild a nuclear park by rebuilding a French industrial competition.”
A message that is difficult to accept for macronists who defend, on the contrary, a strengthening of renewable energies. Especially because the vase is already full of ecology: LR participated a few weeks earlier to weaken the principle of “net artificialization zero” (ZAN) and by eliminating the low -emission areas (ZFE), thus unraveling the results of the presidential field.
The same month, during the debates on the energy trajectory of France, LR presented an amendment, backed by the extreme right, establishing a moratorium on solar and wind energies.
Inevitably, Gabriel Attal, who had later denounced “an antiecology axis,” also opposed the gallery signed by Bruno Retailleau. The leader of the deputies of the Renaissance deplored in X “a return of a very disturbing anti -science climatoscepticism”, “while we are under an unprecedented heat wave.”
This Friday, Agnès Pannier-Runacher joined the answer. “This forum is absurd and dangerous from an industrial, economic, social, but also geopolitical point of view,” deplored the Minister of Ecological Transition and Member of the Presidential Party, in an interview with El Mundo.
The shadow of the presidential elections
This is not the first time that the differences of the parties present in the Government, where a certain “polyphony” has been authorized. The Minister of Education, Elisabeth, to mention that she had distanced himself a few months ago with the correct accents of her colleagues, either by using the veil in sport or land law. This Friday, he reiterated believing “important that everyone expresses themselves in their skills fields.”
On the other hand, Bruno Retailleau got used to singularizing, in particular by maintaining a very offensive speech against Algeria, unlike the most balanced line, of the Quai d’Orsay, who sought the path of appeasement to try to resolve the diplomatic crisis between Paris and the algadores.
But the rhythm of dissonances seems to accelerate. At least, the next presidential deadline does not foresee the lack of breath. Because in this common base, there is no amplity of ambitious. There is Bruno Retaille certainly. But also several members of the presidential camp. From Édouard Philippe to Gabriel Attal, through Gérald Darmanin.
Weakening the referees of Bayrou and Macron
In this context, the two chiefs of the executive struggle to whistle the end of recreation. Emmanuel Macron tried this Thursday. Apart from a trip to Aveyron, the head of state has ordered “each minister” who “takes care of the cases for those who are appointed”, claiming that “disciplined the floor” within the François Bayrou team. Not without attacking the latter of approval, remembering that a “prime minister must lead his government.”
BFMTV guest, the interested party asked its ministers to cultivate “the spirit of responsibility” to express themselves “with a little more nuances.” As for the cultivation of Emmanuel Macron, the pattern of the Modem explained that “he wanted a government of heavyweight” that one cannot lead “as a children’s class”, and denounced “internal campaigns, political movements.” While affirming his authority: “I am the one who contrasts.”
But, Emmanuel Macron, like François Bayrou, will they really hear? Do the political means of being? One weakened largely due to the dissolution of the National Assembly. The other, very unpopular in the surveys, does not know if it will spend next winter in Matignon. Because by then, it will be necessary to take the high -risk stage of the budget in autumn.
