The PSD defended this Monday that the proposed state budget for 2023 (OE2023) “is the sign of impoverishment” and that the government’s proposal “lives on the helicopter of money coming from Europe”, and criticized the implementation of European funds.
“It is a budget that carries with it a deep social injustice. It is a budget that can only have the PS sign, the sign of impoverishment,” PSD deputy Hugo Carneiro began at the start of the debate on the OE2023 proposal , confirming that the party will vote against.
The deputy indicated that inflation will be at least 11.7% in two years’ time, underlining that the announced measures “do not even allow the Portuguese to recover their income”, contrary to the government’s statement that ” this is a budget to restore income”.
Hugo Carneiro also said that the OE2023 proposal “also fails to deliver on public investment promises”, even with the “money helicopter coming from Europe”, referring to the Recovery and Resilience Plan (PRR).
“In 2022 alone, 1,000 million fewer public investments have been promised and not implemented,” said the social democrat.
IL delegate Rodrigo Saraiva also stressed that the OE2023 “sits on the PRR” and that without this program “the investment would be negligible, zero or little more”, as this is an “unambitious” OE.
“This is yet another state budget of acquiescence,” said Rodrigo Saraiva, adding that “the prime minister is satisfied with the growth” of the economy, although it was below the average of European countries.
PS MP Jamila Madeira defended that “this is a good budget” that “aims to respond to the needs of Portuguese families and businesses in a context of enormous international instability”.
Jamila Madeira said that in 2022, EUR 2,400 million was used in the series of measures of the ‘Families First’ plan presented in September, and EUR 1,400 million in the ‘Energy to Advance’ program for companies, highlighting that the SB2023’s priority is ” to continue to boost incomes, promote investment and reduce public debt”.
The Socialist deputy believed that the amendments proposed by the opposition to the OE are limited to “the simple addition of options”, making it clear to the PS that “the options of this OE2023 are good options”.
“What the opposition wants is, alone and only, to add more options to the government’s options, saying that they want everything and now, without securing the future, without caution and ensuring proper bills,” added Jamila Madeira up to it.
André Ventura, from Chega, stated that “with this state budget, the government is achieving something unprecedented: to maintain the same lie from the presentation until the last day of the budget budget, when everyone knows that pensioners will lose purchasing power and household income will decline.
For the PCP, Deputy Bruno Dias criticized that this proposal for OE2023 is “a program to deepen inequalities and injustices”, lacking “fundamental answers to the country’s problems”.
“Impoverishment is not inevitable, impoverishment is not destiny, it is a choice of the government, it is the choice of this state budget,” criticized BE deputy Mariana Mortágua, reiterating that the party will keep the negative vote in the final global vote .
The only PAN and Livre deputies, abstaining from voting on the budget in general, challenged the PS to approve their specific proposals.
“The PAN recognizes that there are options in this budget that represent good progress, but to respond to the challenges that the current times demand, it is necessary to move forward. It will be a dialogue and be able to also address the vision of the opposition parties or if it remains closed in on itself,” noted Inês de Sousa Real.
