Maternity license, legal costs … the increase in compensation for local elected officials debated in the assembly on Monday

6% of the mayors resigned between 2020 and 2025

According to a study conducted by the PO SCIENCES Political Research Center (CEVIPOF) in association with the Association of Mayors of France (AMF) published in June, 2,189 mayors renounced their functions between July 20 and March 2025, or about 6% of mayors, a “unprecedented phenomenon without unprecedented resources” according to the Institute.

Adopted in the first reading in the Senate in March 2024, the bill “Creating a status of the local chosen official”, whose examination had been delayed by dissolution, will occupy the debates of the last week of the extraordinary parliamentary session, theoretically until Friday.

First, it offers a 10% increase in the roof of the compensation of the mayors, which varies from 1,048.2 euros monthly gross for cities with less than 500 inhabitants to 5,960.3 euros for those of more than 100,000.

But the Government presented an amendment on Friday that proposes to limit the increase to cities with less than 20,000 inhabitants, with a percentage of a decrease in revaluation (from 8 to 4%).

“It is advisable to limit the worsening of the positions that weigh on local budgets,” emphasizes the presentation of the reasons why the Government, which also recalls that the “commitment and proximity” law of 2019 has already allowed to increase the functional assignments of the mayors and assistants of the first three strata (up to less than 3,500 inhabitants).

The reformatado increase would represent a position of 41.3 million euros for the communities, against 65 maximum in the current version.

In a similar mental state, another amendment plans to limit the increase provided for attendees, with an estimated cost of 61.5 million, instead of 112 maximum.

Professional reintegration after command

During the debates in the committee, several deputies had expressed themselves in favor of a decreasing increase, including the deputy modem Blandine Brande, emphasizing that the mayors of the cities for more than 100,000 inhabitants would see that their assignments increase by more than 600 euros gross, “when the agents, they must wait a revaluation of the index point.”

The text also intends to facilitate the conciliation between the exercise of the mandate and that of a professional activity. Therefore, he proposes to double the duration of the “elective license” for the leaders of the candidates of the local elections, taking it 20 days.

Created a state of “the elected student”, while the latter represents 0.69% of elected officials, against 4.5% of the population, with provisions related to the reimbursement of the costs incurred or the development of schooling.

The professional reintegration after Mandat is also subject to numerous measures, such as the creation of a “professional certification” adapted to the trip of local elected officials.

The complaints of the ecological mayor of the Poitiers Léonore Moncond’huy, who had denounced a loss of income during an upcoming maternity license, had influenced the debates in the Senate. The senators, supported by the Government, had approved the maintenance of the income of pregnant mayors. An article also provides the obligation to declare donations of more than 150 euros.
