“This government, despite having an absolute majority, does not shy away from dialogue and that is why over the past month and even this week it has been possible to build bridges, has it been possible to build dialogue, has it been possible to look at proposals and it will be possible to approve proposals from several banks in this hemicycle,” said Ana Catarina Mendes in a speech on the first day of the debate on the SO2022 specialty in parliament.

Emphasizing that this is a “predictable” state budget, which is “responsive to the present”, but has a “commitment to the future”, the minister commented on the proposals of opposition parties that would only increase spending without affecting the balance of the safeguard public finances. bills.

“There are those who think it is enough to present proposals that unbalance public accounts to create the illusion that they are solving people’s problems,” he said, emphasizing that in this state budget for 2023 (OE2023) the problems are “seriously solved, but also with the predictability of government accounts”, in an allusion to the reduction of debt and deficit.

At the opening of her speech, the minister reiterated that this is a budget drawn up in a context of uncertainty at the international level and high inflation, but which manages to “respond to the demands of the present”, focusing on strengthening the household income, the capitalization of companies and the social state and which bets on the balance of government accounts.

In this context, he recalled the agreements reached with the social partners and with two of the three official trade union structures.

Voting on the OE2023 specialty begins this Monday, with delegates debating and voting on the more than 1,800 amendments submitted by the various parties, a new record.

The OE2023 proposal was approved in general terms in the Assembly of the Republic on October 27 with only votes for the PS and abstentions from the sole deputies of PAN and Livre.

The final global vote on the diploma is scheduled for Friday, but today the ‘marathon’ on the specialty begins in the plenary session, which lasts all week, with debate in the morning and voting in the afternoon, as usual.
