Last Monday, the first voting day on the 2023 National Budget, the PS approved nine amendment proposals from other parties in the House of Representatives, with the PAN being able to make more measures feasible.
Of the approximately 400 proposals put to a vote this Monday, it was not surprising that thanks to an absolute majority, the PS was the only party to see all proposals approved during an afternoon in which the chairman of the Budget and Finance Commission (COF) often used the word “disapproved” in relation to proposals from other parties.
Of the nine amendments approved by the other parties – some already at the end of the day thanks to the change in the vote of the PS – the PAN was ‘green-lit’ on three proposals: a pilot project for the distribution of hygiene goods for female workers, a conducting research on the impact of what they call the “pink tax”, i.e. how much more women than men spend on similar products; and the creation of a Gisberta Space, to provide an integrated and specialized response to LGBTI people who are victims of domestic or gender violence.
For its part, the largest opposition party, the PSD, succeeded in passing a proposal to strengthen the prevention and combating of violence against the elderly and part of a proposal providing for strengthening the prevention and combating of violence against the elderly. .
Livre also won two amendments, allowing the creation of a professional training plan in human rights for those serving the public in central, regional and local government and, thanks to the change in the vote of the PS, part of a proposal that provides training for staff in construction support programs and access to public housing.
Former contraption partners Bloco de Esquerda and PCP each saw one proposal approved. The communists succeeded in approving part of a proposal for the gradual lifting of architectural barriers, failing the financing program with this objective, while the blockades, after changing the vote of the PS at the end, proposed the implementation of the National Ecological Public Procurement Strategy, which ensures its follow-up and monitoring.
On the other hand, Chega was the only party to see all proposals rejected, while IL had no proposals to change the vote this Monday.
PS proposals approved include the extension of the measure to support the return of emigrants to Portugal, under Progresso Regressar, to the Autonomous Regions, the construction of the new prison in S. Miguel and requalification work on the Support Chain da Horta, in the Azores, as well as the possibility of an exceptional moratorium for municipalities with financial aid loans.
Carrying out a study for the implementation of a contingency plan at Madeira International Airport — Cristiano Ronaldo, promoting procedures for expanding the runway at Horta airport and co-paying the implementation project and extension to the regional administration of the existence of a current account to receive the transfer of the amount of VAT coming from the regional budgets, within the framework of the PRR, were other approved socialist proposals.
Members will vote this week on more than 1,800 proposals to change the budget, culminating in Friday’s final global vote on the document.
