DupLom law officially promulgated by Emmanuel Macron after the partial censorship of the Constitutional Council

The reintroduction of a pesticide of the neonicotinoid family was in the heart of the debates, and had been censored by the Constitutional Council.

Emmanuel Macron promulgated the law duplicates after the censorship of the Constitutional Council of his most disputed disposition provided for the reintroduction of a prohibited pesticide of the neonicotinoid family, according to the official magazine published on Tuesday, August 12.

The “wise men” had validated, on the other hand, on August 7, administrative simplifications granted to larger farms, as well as to the construction of water storage structures for agricultural purposes.

However, the measures adopted should not allow imposing on inertial tablecloths, which are empty or slowly fulfilled, and must be able to be challenged before a judge. The Constitutional Council had also validated without reservations expected provisions anxiously for certain farmers who facilitate the expansion or construction of pigs of pigs or poultry.

No return to Parliament

This agricultural law, adopted in Parliament in early July with the support of the macronists, LR and the extreme right, was subject to a vast protest movement, even within the scientific world. A petition that demands its repeal brought together more than 2.1 million signatures.

Why did wise men censor part of the Dupil Law?

A few minutes after the wise decision, the Head of State said he intended to quickly promulgate the law, excluding any new deliberation of Parliament.

“Biodiversity incidents”

Acetamipride’s derogatory reintroduction, a pesticide from the neonicotinoid family, crystallized the Duple Law dispute. His return was claimed by certain beets and hazelnut producers to fight pests.

The Constitutional Council considered that “lack of sufficient supervision”, this measure was contrary to the “framework defined by its jurisprudence, which arises from the Environment Charter,” according to a press release.

In their decision, remember that neonicotinoids “have implications for biodiversity, especially for insects and pollinating birds” and “induce risks to human health.”
