Abortion, bullfighting, unvaccinated caregivers… What is the parliamentary niche?

This meeting allows, once a month, for an opposition group to set the agenda. That is, present bills to the National Assembly.

Constitutionalization of abortion, abolition of bullfighting, reinsertion of unvaccinated health personnel… Several bills (PPL) from La France insoumise (LFI) will be examined this Thursday in the chamber of the National Assembly on the occasion of the parliamentary niche of the group .

That is, a monthly session in the National Assembly and the Senate, during which the agenda is set by parliamentarians and not by the government. The rebels therefore have control over the texts that will be examined and debated. Since the 2008 constitutional review, one day a month is reserved for opposition and minority groups.

A parliamentary niche is a good opportunity to make a political agenda heard. Initially, LFI wanted, for example, to put on the table an increase in the minimum wage to 1,600 euros, despite the fact that the left has been pressing since the beginning of the legislature for a wage increase. Or, the creation of a commission of inquiry on the “Uber Files” to investigate the role of Emmanuel Macron in the establishment of Uber in France. Two PPL with obvious political significance.

A narrow shooting window

However, these texts, previously rejected by the Legal Commission, had little chance of being adopted. Initially, they were listed first and second on the LFI agenda. The rebels removed them to make room for the following two texts: the inclusion of the right to abortion in the Constitution and the abolition of bullfights.

This is another issue of the parliamentary niche: having time to debate the texts considered most essential. In fact, the session, which starts at 9 am, will end at midnight. As a result of this narrow firing window, some PPLs will not have time to be examined. Therefore, decisions must be made, especially since the opposition has largely modified the rebel texts, which has the effect of slowing down the debates.

legislative victory

The constitutionalization of abortion, unlike the increase in the minimum wage and the commission of investigation of the revelations of the “Uber Files”, has more consensus and, therefore, has a better chance of being adopted. The text has received in particular the approval of the macronistas in the Legal Commission. And rightly so, the presidential majority intends to defend a similar text on November 28.

However, with its parliamentary niche, LFI has an opportunity to seize the initiative and achieve a legislative victory. But also, to put Agrupación Nacional (RN) or Los Republicanos (LR) in an uncomfortable position. By voting against this text, your deputies would run the risk of appearing anti-abortion. To deal with this eventuality, the two groups have modified this LPP suggesting in particular to constitutionalize the principles of the Veil law.

As for the PLL to abolish bullfighting, it unleashes passions and limits partisan divisions. The different groups leave the freedom of vote to their deputies. However, and this is the parliamentary game, this text has been extensively amended (577 amendments) by the RN and Renaissance to reduce its chances of approval by prolonging the debates.
