“Crime is not inevitable”: Bruno Retilleau wants to expand the skills of the Municipal Police

How to adapt to the Municipal Police in the face of the evolution of violence? This is the issue of the bill presented on Tuesday, September 2 by the Interior Minister Bruno Retailleau, and the minister delegate François Noel Buffet in the Yvelines movement.

This one -year work, carried out in collaboration with elected officials and unions, particularly in particular to increase the skills of the municipal police within its city.

“Because when you move to cities, in a certain number of regions of France, where the mayor is very committed, where there is a municipal police, generally armed and a camera network that is very dense, we managed to recover crime,” he told the Interior Minister at a press conference this Tuesday in Sartrouville (Yvelines).

“Crime is not inevitable. The security continuum is necessary, that is, the national security forces are on the shoulder with the local media that the mayors finance,” says Bruno Retilleau.

Since 1997, the number of agents has multiplied by 2, according to figures from the Ministry of Interior. In the 25 -year space, the workforce has now doubled and represents more than 28,000 agents in 4,500 municipalities, which makes the Municipal Police the third security force in the country.

Expanding the judiciary

If this bill is adopted, the Municipal Police can now notice nine crimes: the “sale of rescue”, the “robbery less than 300 euros”, the “conduction despite the invalidation of the permit”, the “illegal occupation of a construction room”, the “sale of alcohol to the minors”, the “obstacle to traffic”, the “light of the narcotics” and the sexist explosion “.

Daily, the Municipal Police will also have specific prerogatives, such as having access to video protection or even verifying the blood alcohol level. The Municipal Police will also be authorized to notice the identity of a person for “the crimes noted.”

Use of drones

In addition to the Judiciary, the Municipal Police will have new technological materials at their disposal, in particular drones, whose use will be experienced. The use of automated plaque readers (LAPI) will also be extended for road and environmental crimes and the Pieton Chamber will be perpetuated for the guards of the countries.

Objective: “Give more forces to the Municipal Police and more means,” said Bruno Retailleau on Tuesday.

Today, 80% of municipal agents are armed and 58% have firearms. This regime will be harmonized nationwide by being subject to a prefecture authorization and strict supervision, accompanied by mandatory training.

“We want to give mayors more powers so that they can guarantee better security in their city,” Bruno Retailleau insisted. “Where there is a local political will, we always have results,” he said.

More control

In addition to these new responsibilities, the Interior Minister announces more controls. The identity and organization reference point (RIO) that individually identifies each agent is mandatory. The prefect control and prosecution will also be reinforced.

In the case of a violation of its function, an agent can be subject to a suspension or a skill withdrawal. Finally, an evaluation of the use of drones at local and national level will take place for more than 5 years.

The bill of the Ministry of Interior must soon be presented to Parliament to be voted in the National Assembly and the Senate. “I intend that this text registered as quickly as possible on the agenda. And that it is voted before the next municipal elections,” said the minister.

However, its future is uncertain, while the François Bayroun government is still responsible for a vote of trust on September 8.

In the case of a government’s fall, now probable, Bruno Retilleau’s bill can remain in the boxes.
