Denouncement of the Franco-Algerian agreement: why is the RN proposal adopted by a single, mostly symbolic vote?

The proposed resolution presented by the RN and adopted by the National Assembly this Thursday, October 30, has no binding or legislative value. Its meaning is above all symbolic and political for Marine Le Pen’s group, which until now has never managed to get one of its texts approved.

“Historical day”, “great victory”… The National Rally did not lack superlatives to congratulate itself this Thursday, October 30, on the adoption in the Assembly of its proposed resolution aimed at denouncing the 1968 agreement between France and Algeria.

It must be said that Marine Le Pen’s group of deputies never managed to have one of their texts adopted during their “parliamentary niches”, a day in which they control the agenda of the lower house.

However, the success of the far right is above all symbolic and political. At least for the moment. In fact, since the adopted text is a proposed resolution, it has no legislative or binding value.

In other words, there is no obligation to denounce this agreement, which created a single status for Algerian nationals in terms of movement, residence and employment.

In this sense, the 64-year-old pension reform was not repealed, even if the communists had managed to get a resolution proposal passed. on purpose at the Assembly on June 5.

The proposed resolution is above all “an act by which the Assembly pronounces on a specific issue”, as the institution’s website reminds us.

Marine Le Pen puts pressure on the executive

However, this parliamentary process is still useful in putting pressure on the executive. Furthermore, Marine Le Pen did not deprive herself of this at the end of this Thursday’s debates, calling on the Government to “(take) into account the vote of the National Assembly.”

“It seems to me that it is the least I can do,” continued the head of the RN deputies. Before referring to the “speech of the Prime Minister”, Sébastien Lecornu, “who said that he intended to respect the will of the National Assembly”, before the budget debates by renouncing article 49.3 of the Constitution.

The truth is that a certain Emmanuel Macron, whose diplomacy is a “reserved domain”, opposes the denunciation of the 1968 agreement. “The 1968 agreement is the President of the Republic,” he reminded Le Figaro on March 4 in the face of the strong tensions between Paris and Algiers, thus underlining his prerogatives in the matter.

At the same time he specifies: “I am totally in favor, not of denouncing it, but of renegotiating it.”

Furthermore, the executive wishes to “favor the path of renegotiation within the framework of a demanding dialogue with Algeria,” the Minister of Relations with Parliament, Laurent Panifous, indicated this Thursday, ensuring that Paris “would have nothing to gain from a worsening of the crisis” already present in Algiers.
