The Senate cuts the state budget for medical aid by 350 million euros and reforms its framework

The Senate dominated by the right-wing opposition voted again this Tuesday, against the advice of the Government, in favor of a reform of State Medical Aid (AME) that covers foreigners in an irregular situation, in order to redirect them towards essential care.

The Senate approved, by 199 votes in favor and 131 against, an amendment by rapporteur LR Christian Klinger aimed at replacing AME with “public health medical assistance”, in the framework of the debate on the budget for 2023 of the “health mission “. The reduction of 350 million euros in the 2023 budget for AME was also voted on.

“The right makes the scale short to the extreme right”

This measure will surely not be retained in the end by the government, which should once again use article 49.3 of the Constitution before the National Assembly on this text.

“Due to the range of care it covers, SMA is an exception that is difficult to justifiable compared to neighboring countries,” lamented Christian Klinger, who recalled that the Upper House had already approved amendments in this regard two years ago.

“In most of them, only emergency care, maternity care, care for minors and preventive care in public health programs for foreigners in an irregular situation are covered free of charge,” he said.

“We regret that every year the right takes the short step to the extreme right” on this issue, lamented the communist Laurence Cohen.
