“It’s a snowball”: Macron defends his CNR on the eve of the plenary session

On the eve of the plenary session, organized at the Élysée on Monday, to talk about public services, Emmanuel Macron entrusted himself to the JDD. He defends the National Refoundation Council of him, a means according to him to produce “concrete changes”.

Six months after its announcement and three months after its launch, the Consejo Nacional de Refoundación (CNR) still hasn’t made much of an impact. After the “great debate” to get out of the yellow vest crisis and the Citizen Climate Convention, Emmanuel Macron presented the CNR as a way to bring the French closer to government decisions.

This Monday, political parties, trade unions and civil society actors are invited to the plenary session of the CNR, at the Elysee, to make a “point of progress” on the means of reforming public services. The opportunity for the Head of State to try to convince the opposition, which refuses to participate, and public opinion. The Head of State also entrusted to our colleagues from the JDD this week, to defend an “instrument to recover the strength of the soul”.

“Because the Covid has been there, in a certain way it has aggravated a form of collective disempowerment. It’s: ‘Do you have a problem? I have solutions, public money, devices’. As a result, some actors in the field have become specialized workers for subjects from above. They have been Taylorized ”, he justifies.

Despite the boycott of all the opposition parties and a large part of the unions to the founding session of the CNR, in Essonne in September, Emmanuel Macron says he is “surprised” by the “belonging of the countryside”. “There have been hundreds of health meetings, 12,000 schools out of 60,000 that have launched actions in the field of education, or are going to do it or want to do it, while none of this is mandatory for snow”, he applauded.

The opposition criticizes in particular the head of state for regaining control of the public debate and bypassing Parliament, where his side no longer has an absolute majority, after the legislative elections. “It’s wrong”, he defends himself, assuring that the role of Parliament “is totally preserved”.

“Those who feel uncomfortable with the CNR are the defenders of corporatism, which is the French disease, which was remade the fastest after the 1789 revolution,” Emmanuel Macron accuses.

“It is the capture of the general interest by people for the benefit of their particular interests. That is my main political struggle: I am the first to abolish the ENA, I made this small silent revolution that consists of decorporatizing the public service”, he adds, before explaining that he wants to make the institutions, parties and social agents “work”. together.

“Give the means, the freedom to act”

For Emmanuel Macron, “it is up to the people, who know better than in offices or other structures far removed from them, to give a concrete response to these inequalities.” Therefore, the CNR aims, according to him, “to give the means, the freedom to act.”

On Thursday, during a session of the CNR dedicated to the health of young people, in Fontaine-le-Comte (Vienne), the president announced free condoms for young people between 18 and 25 years of age. “I am very practical. There are concrete, immediate, tangible, national results. But it is also acupuncture on a large scale: we stimulate many points in the territory, and we put people back in the capacity to do things”, he explains to our colleagues.

Will Emmanuel Macron be able to convince tomorrow during plenary? The meeting will address various topics, such as “biodiversity”, “inequalities” and “public finances”. “Credibility is that it leads to concrete actions,” he acknowledges.
