Budget 2023: Active Terminal 49.3 for the tenth time, new motion of no confidence presented

The Prime Minister has reactivated article 49.3 of the Constitution for the approval of the law on the budget, despite criticism from the elected representatives of the opposition.

Elisabeth Borne intervened this Thursday before the National Assembly on article 49.3 of the Constitution for the tenth time, in order to approve a new part of the law related to the 2023 budget, without the prior vote of the deputies. Nupes deputies immediately presented a new motion of no confidence.

“We have made progress, I want to salute you. But also, too often, we have found the door closed. Regarding the budget, we cannot find a compromise if the opposition is afraid to compromise. France needs a budget by January 1, 2023. And time is running out now”, justified the Prime Minister.

The Senate on Thursday rejected the executive’s 2023 budget proposal, deploring that most of its amendments have been “swept away” by the government. The Minister of Public Accounts, Gabriel Attal, denied this and claimed to have “established a real dialogue” during the budget debate. The text should be adopted by the end of the week.

The prospect of this new step coming into force aroused criticism among members of the opposition on Thursday, even before Elisabeth Borne’s announcement.

The deputy LR Stéphane Sautarel denounced “a denial of democracy”, while the environmentalist Daniel Breuiller saw it as “a dangerous interplay”.

This is the tenth, and potential last, use of 49.3 by the government in a budget text. The use of this article each time aroused a great clamor in the ranks of the left and the faction of the National Group, and gave rise to the presentation of several motions of censure, none of which were voted on.
