The Government wants to create a new residence permit for health professionals to attract foreign doctors in particular and “satisfy the need for recruitment” in this sector in difficulties, it can be read in its immigration bill consulted this Tuesday by the AFP.
This new multi-year residence permit called “talent – medical and pharmaceutical professions” concerns doctors “whatever their specialty”, midwives, dental surgeons and pharmacists, specifies the text sent this Monday to the Council of State.
This bill, which is due to be presented to the Council of Ministers in January before being considered in the Senate and then in the National Assembly in early 2023, was the subject of extensive consultations at the end of the year, as well as heated debate without vote in Parliament.
As the government has indicated for several months, it gives priority to measures aimed at promoting the expulsion of offending foreigners, in particular through a “structural” reform of asylum, and contains several articles intended to facilitate the integration of foreigners.
“Control” and “improve” the integration
After the residence permit “work in tension” already announced by the Government to respond to sectors with a shortage of labor, this new card completes the “integration” section of the bill aimed at “immigration control” and “improve integration”, promoted by the Ministers of the Interior Gérald Darmanin and Labor Olivier Dussopt.
According to article 7 of the text, this card is intended for health professionals and their families “as soon as they are hired by a public or private non-profit health establishment”.
“This title is intended to satisfy the need for hiring qualified health personnel in health establishments or medical-social establishments”, particularly since these foreign doctors cannot always be hired at present “due to the lack of a residence permit that fully responds to the specificity of these situations”, justifies the executive.
This card “will make it possible to improve the legibility and attractiveness of the right of residence for these qualified audiences, taking into account the challenges of verifying the aptitude of foreign professionals to practice in the hospital sector”, it can be read.
Thus, the text provides for conditioning the issuance of the title to an authorization from the regional health agency. Its period of validity, from 1 to 4 years, will depend on the validation by the practitioner of the “EVC”, the knowledge verification tests.
