All the presidents of the regions, all the political parties combined, call for financial guarantees and a “truly great decentralization reform” to “promote local liberties” in a column published on the Journal du Dimanche website, as the Congress of the Regions of France.
The presidents and presidents of regions ask the government to provide the “guarantee of a stable financial framework and compensation for transferred missions and exceptional expenses linked to inflation.” They also want “a truly major reform of decentralization to begin without delay”, so that “local elected representatives have a clear and exclusive responsibility, and the means to implement it”.
“The State must focus on sovereign subjects. It is a question of effectiveness”, judge these elected officials, among whom is the socialist Carole Delga, president of the Regions of France and of the Occitanie region, Laurent Wauquiez (LR) , at the head of the Auvergne-Rhône-Alpes Region, Valérie Pécresse, president of Ile-de-France and former right-wing presidential candidate or her former primary competitor LR Xavier Bertrand (Hauts-de-France) .
“Foster Emancipation”
“This reform must enshrine the principle of differentiation and therefore establish true local regulatory authority. It must recognize the specificity and history of our insular or overseas territories. Within the intangible framework of the one and indivisible Republic, it must allow autonomy, promote emancipation, promote local freedoms”, continue the heads of the regions, including the overseas communities.
According to them, “the government must seek a new way of working based on dialogue and co-construction” to prevent “our country from suffocating under verticality.”
In July, the State and the regions committed themselves, during a meeting around Elisabeth Borne, to a “new partnership” aimed at giving “concrete answers” to the French to achieve “full employment”, integrate the “ecological transition” or invest in “clean” means of transport.
