The National Assembly voted almost unanimously on Monday night in favor of a Macronista bill to ban so-called “dressage” collars, electric chokes and spiked collars on dogs and cats because of the suffering they cause.
The bill was introduced by Renaissance MP Corinne Vignon, together with the Brigitte Bardot Foundation. “Burns”, “loss of hair”, behaviors of “terror”, “paralysis”, the elected representative of Haute-Garonne denounced on the podium the “physical and mental injuries” that these coercive “training collars” cause in animals . “ineffective and counterproductive”.
The Minister of Agriculture, Marc Fesneau, hailed “a step forward in the fight against animal abuse”, at a time when “society’s expectations are increasingly strong” in this area.
Fine of up to 3750 euros
The text intends to prohibit “the use in dogs and cats of any electric shock device, choke without a cap or whose tips are directed towards the animal’s body.”
Any offender is subject to an administrative fine of 750 euros, or even 3750 euros in case of repeat offenses or for dressage professionals.
Added in commission, an exception is provided for the services of the armies that use dogs and for operations to capture dangerous and stray animals. The exception granted to the military was criticized by LFI Anne Stambach-Terrenoir.
The bill also prohibits the sale, expensive or free assignment and advertising of these “training collars”, punishable by an administrative fine of 3,000 euros for a natural person and 15,000 euros for a legal person.
The Brigitte Bardot Foundation was delighted that the text participates in “some term for maltreatment banalized by the violent education of animals, where physical injuries and traumatic consequences increase the risk of danger and menace of nombreux cases of abandonment and euthanasia”, according to she.
