PSD chairman defends balanced negotiation between teachers and government

The president of the PSD, Luís Montenegro, considers it difficult to get teachers’ entire careers back due to the financial consequences, but defends a balanced negotiation solution between teachers and the government.

In an interview with the newspaper Eco, Luís Montenegro says that there is “an elephant in the room” when it comes to teachers, he defends the assessment of teachers, but is not in favor of imposing quotas.

“It was desirable to recover as much time as possible, within a balanced measure of public administration and of course also of the financial consequences. In the interview, the chairman of the PSD defends the evaluation of teachers and students.

“I am for both student assessment and teacher assessment. I think it was a huge mistake to end the assessment, let’s call it binding, of students at the end of the learning cycles and the transition to calibration tests. , also quality,” he indicated.

Regarding the evaluation of teachers, Luís Montenegro indicates that the solution can only be reached in the negotiation process between the government and teachers.

“There is a problem with careers, there is a problem with the attractiveness of teacher careers. There are certainly others, such as excessive bureaucracy, the teacher’s authority. Give them conditions, remuneration conditions, placement conditions, conditions to and in fact, teachers, like many civil servants, were deprived of the normal course of their careers due to various vicissitudes over the years,” he stressed.

In the opinion of the PSD leader, a formula must be found that is fair for teachers and also for other sectors of public administration.

In the interview, the leader of the PSD emphasizes that he is not in favor of imposing quotas, as they “can omit criteria for professional career development, which are very good anyway”.

“I have my doubts…it’s not because of seniority. The assessment, when done through quotas, can omit professional career development criteria which are still very good. If we have a quota, we close. We say that they can only make a certain amount of progress,” he said.

According to the leader of the PSD, progress should take into account the assessment, which should be hierarchical and then model.

Luís Montenegro adds that he is available, in a “negotiating process, so that a formulation can be found that (…) is fair, where merit is rewarded, where those who work harder and perform better get a bigger salary increase”.

“But that doesn’t mean the others are standing still,” he said.

In the interview, Luís Montenegro says that he agrees with the need for a teacher placement model that causes huge injustice.

“If teachers ask for a fairer placement process, it’s possible to do much more than has been done,” he said.
