BE and IL say data on lifelong grants should be known

At the end of a visit to Feira de Espinho, which marked the beginning of the parliamentary days of the BE, which will take place in Aveiro and Viseu, Catarina Martins was asked about the news, released on Sunday by Correio da Manhã, that the Minister of Social Affairs Security and Caixa Geral de Aposentação (CGA) would “hide the true value of the monthly lifelong pension currently paid to 298 beneficiaries”.

According to the newspaper, the ministry has not made the data available even after the Commission for Access to Administrative Documents (CADA) ruled that this information “has no reserved access”.

At the same time, the Liberal Initiative cited an opinion from the Commission on Access to Administrative Documents (CADA), according to which “Access to the current value of lifetime monthly grants is information to which there is no restricted access”to submit a request to the Minister of Work, Solidarity and Social Security, Ana Mendes Godinho.

In CADA’s opinion, “the teaching applies to the lifelong monthly subsidy whereby ‘wages, daily allowances, entertainment expenses and other remuneration supplements and social support earned for the performance of public functions’, ‘because they are paid with public money and in accordance with objective legal terms , have no reserved character'”.

The party also refers to the Law on Access to Administrative Documents, which provides that the requested entity “has no obligation to prepare or amend documents to comply with the request, nor is there any obligation to provide extracts from documents, if this requires a disproportionate effort greater than the simple manipulation of them”.

“For this reason, this application focuses solely on the individually specified and updated values ​​of the Lifetime Monthly Grants. This information is now held by the relevant entities and there is no need to prepare new documentation for the granting of this application “justify the liberals.

According to the party “IL only wants to have access to grant amounts and not to any other data of a reserved nature concerning the private sphere of beneficiaries”.

On Sunday evening, the Chega party had already announced that it would send an application to the same minister, but asking for the list of beneficiaries and the amounts of life grants paid by the CGA.

“It is essential to know who benefits from the aforementioned lifetime grants, under what conditions they were awarded, what amounts the State spends annually on this title and why the Ministry has hidden this information”can be read in Chega’s document.

Responding to Lusa, an official source from the Labor Secretary’s office said the ministry is complying with the law.

“Since 2019, the above information is made available by CGA on its website, in accordance with the provisions of Decree-Law 117/2019, published during the term of the XXI government”said the official source.

According to the cabinet, the opinion of CADA “it complies with what is established by law and complied with by the CGA”.

On the other hand, the CGA, quoted by the paper, said there was no “no document showing the amounts currently paid to each beneficiary, which would therefore have to be created, which would imply IT developments not considered in the activity plan”.
