BE proposes rent controls to limit speculation

The BE this Tuesday proposed a check on rents to curb speculation in the rental market, a bill that blockading parliamentary leader Pedro Filipe Soares says will be in public debate for two months.

“The government has instruments that have fundamentally failed. They put no limits on speculation, on usury, they do not guarantee extended rents for the population as a whole at prices acceptable for the wages we have and for what we are proposing. , with this dimension and with this depth, is that the state legislates to control housing rents,” he explained.

According to the blockade parliament leader, the creation of this maximum income would be based on a set of criteria that are already used under the Porta 65 program.

“We want criteria that are already solidified by the experience that exists in concrete, but we want to give them a different interpretation: that they be applied to safeguard the right to housing and to impose maximum limits on the rents currently in be imposed on the country.”, he detailed.

In order for this proposal to be “as robust as possible”, the BE will not immediately deliver it to parliament, thus functioning as a bill that they intend to “go into public debate for two months to ensure that everyone who wants to express an opinion on the matter can do it”.

“But we have an urgency that in April, when we start talking about entering into the April 50th anniversary celebrations, we can schedule this bill for plenary with the assurance that we have the best project possible to ensure what is simpler is that rents in our country are not synonymous with extortion, that the right to housing for many of our families is not a mirage,” he said.

The BE also presented a bill that sets “a minimum percentage of 25% of new buildings for rental or residential construction at a controlled cost” and a draft resolution recommending to the government “that urbanized public land should not be sold or transferred to real estate” . property speculation processes and are used for public housing policy”.
