The second half begins. After two weeks of debates in the National Assembly and a brief recess at the end of February for parliamentary holidays, the pension reform reaches the Senate floor this Thursday. An expected step, the Republicans and their allies in the center having a majority of elected positions in the Luxembourg Palace, which could modify the government project.
It is Olivier Dussopt, Minister of Labor, who will start the general discussion of the text, starting at 2:30 p.m. Gabriel Attal, minister in charge of public accounts, will succeed him on the podium.
Next, the speakers of the Social Affairs Commission and the Finance Commission of the Senate will take the floor.
Two motions filed by the left…
The debates could, theoretically, stop there. Just an hour after starting. The fault lies with the left opposition, which decided to present two motions that will be discussed this afternoon.
The first, defended by the communist Elianne Assassi, is a “motion tending to oppose the objection of inadmissibility.”
Equivalent to “a motion of prior rejection” in the National Assembly, it allows a group of senators who consider a bill unconstitutional to request the Senate to suspend its work, considering that deliberation has not taken place. Its adoption leads to the immediate rejection of the bill, underline our colleagues from publicenat.fr
…that will not be adopted
Same principle for the “motion tending to oppose the preliminary question”, which will be defended by Daniel Breuiller, from the Ecologist, Solidarity and Territories group.
“In application of article 44, paragraph 3, of the Regulations, the Chamber of Senators resolves that it is not appropriate to continue the deliberation of the bill that modifies the financing of social security for 2023”, can be read on the website of the institution .
But voting on these two motions seems unrealistic: Sen. Catherine Deroche, a member of the Republicans, will defend “against.” Because while the right wing has reservations about the current content of the pension reform, it also knows that several of the Senate’s amendments could make it possible to “improve” the text.
Friday, article review
After the two motions by the senators from the left, the general debate will continue, with the intervention of a representative from each group, with an estimated duration of two hours.
Therefore, elected officials will not immediately discuss the bill’s 20 articles and more than 4,000 amendments on the agenda. They will be debated from Friday, at 5:00 p.m., according to the agenda. A referendum motion could be debated in the morning, left-wing elected officials announced Wednesday.
The Senate will then meet every day, and almost every night, until Sunday, March 12, inclusive. If the text is voted on, the deputies and senators will form a Mixed Commission (CMP) to find a compromise between the two assemblies. It will then require a final vote by both houses to validate the bill.
