Housing: PSD awards ten diplomas with support for renting, buying and tax relief

The PSD on Tuesday presented a set of 10 housing diplomas, including a broad subsidy to support renting, state guarantees to help young people buy and general tax relief in the sector.

For example, among the measures presented this Tuesday – seven bills, one deliberation and two recommendations to the government – is a proposal from the JSD so that the state can provide a government guarantee that the ‘down payment’ on the purchase of a home for young people up to 35 years, up to a maximum of 10% of the value of the home (which may not exceed 250,000 euros).

Another diploma proposes the creation of a rent subsidy, which can be applied for by households with an income up to the sixth rung of the IRS (about 38 thousand euros) and who have an effort rate equal to or greater than 33%. The subsidy would correspond to a quarter of the rental value, which would increase to a third when the tenant was up to 35 years old.

The PSD also proposes to reduce the property tax for residential rent (from 28 to 23%, with stronger reductions for longer-term contracts), exempt from IMT sales of real estate to 168 thousand euros, in terms of IRS, to strengthen the deductions from rent payments and interest on mortgage loans, as well as the application, between 2024 and 2030, of the minimum VAT rate of 6% for works and services for the construction and renovation of residential buildings.

To mitigate the impact of interest rate hikes on home loan costs, the PSD proposes that they could be rescheduled — reducing the monthly payment — with some of the doubt at the end of the contract, giving the state a government guarantee on the renegotiated amount.

In the field of vacant properties, in addition to an identification of this heritage by the Customs, the Social Democrats propose the creation of a program of cooperation between the State and local entities to take advantage of inactive public heritage: it would allow the municipalities to identify the non-use state and propose (alone or private partners) projects to use them, becoming administrative property if the state does not respond within a short time.

On February 14, the party had presented a series of 40 proposals on the subject that were turned into legislative initiatives this Tuesday, presented for 45 minutes at a press conference by six Social Democrats, including Vice President António Leitão Amaro and Parliamentary Leader Joaquim Miranda Sarmento.
