The government estimated this Friday at 40 million euros the investment to be made until the end of the legislature in the process of concentration of state services in the current headquarters of Caixa Geral de Depósitos (CGD).
This figure was put forward by the Secretary of State for the Presidency, André Moz Caldas, at the CGD headquarters in Lisbon, during a press conference led by Minister Mariana Vieira da Silva.
With regard to the costs to the state arising from the process of relocation and concentration at CGD’s headquarters, the Secretary of State for the Presidency referred that the resolution approved by the government on Thursday authorizes spending of 5.4 million euros plus VAT .
“Not all floors of the CGD building will have the same need for work. Over the course of the legislature, the estimated global investment will be 40 million euros,” added André Moz Caldas.
On the other hand, the Minister of the Presidency chose to emphasize that “during this process, it is expected that the State will be able to release a significant number of buildings, with a profit of 600 million euros, taking into account the price of the square meter buildings, which are excluded from Terreiro do Paço because they have their own and specific characteristics,” he added.
This assessment of €600 million includes the buildings of the General Secretariat of the Presidency of the Council of Ministers, the Ministry of the Economy and the Sea, those of the Ministry of Education on Avenidas Infante Santo and Avenida 24 de Julho, as well as buildings leased to individuals. , the case of the Ministry of Health.
“It is of course our intention that this operation is beneficial from the point of view of savings for the state, not only financially, but also organisationally,” emphasizes Mariana Vieira da Silva.
In front of the journalists, in addition to the financial component, the Minister of the Presidency also tried to support the statement that significant efficiency gains exist as a result of the concentration of government services in the headquarters of the CGD, highlighting the issues of energy efficiency and document archiving.
“There will be benefits from the concentration of services, with the maximization of common and shared services, namely with travel that is no longer performed. We will also have a centralization in terms of salary payments, service to various public services, which will move to concentration, taking advantage of economies of scale,” he defended.
In a first phase, according to Mariana Vieira da Silva, the works on one of the floors of the CGD building – the seventh – will free up 8.5 thousand square meters, on top of the 3.5 thousand square meters already in use .
