The government will propose to unions faster progress for civil servants to “correct the consequences” of the career freeze, a measure similar to that for teachers, which should cover 65% of workers.
Presidency Minister Mariana Vieira da Silva told Lusa today that it is a “similar solution” to the one presented to teachers’ unions by Education Minister João Costa, but “adapted to SIADAP’s careers [Sistema Integrado de Avaliação de Desempenho da Administração Pública]whose progression is based on points and not years, as in the teaching career”.
“The government today will still convene the unions of the public administration – the common front, FESAP [Frente Sindical da Administração Pública] and the ST [Sindicato dos Quadros Técnicos do Estado] – to a meeting [na próxima quarta-feira] around a solution that, similar to what is happening in the teaching career, will be found for the remaining careers whose progression is in accordance with the SIADAP,” he continued in statements to the Lusa agency.
“The goal is to focus on the universe of public administration employees who have had a freeze of about nine years and four months and find a solution for this universe of employees as a whole to accelerate their progress,” said he.
As he explained, the aim is “to correct the effects of the long freeze period that took place that does not allow career progression for this universe of workers in line with the career progression of other officials”.
According to Mariana Vieira da Silva, the universe of employees involved will amount to “about 349 thousand”, which corresponds to “about 65% of all public administration employees”.
Emphasizing that “the government has always stressed that the search for a solution must necessarily be transversal for public administration”, the minister noted that since the different careers are “different rules”, it will be necessary to find “mechanisms that are aligned with its own form of progression”.
“And that is exactly what we will present to the public administration unions on the 29th for the group of employees who are in the SIADAP evaluation system, which correspond to about 65% of the total number of public administration employees,” he said .
Mariana Vieira da Silva clarified that “the logic is not one of restoring time, but of accelerating progression” for the universe of workers under the freeze: “We will try to accelerate progression for this universe of Compensation is not total, nor is it achievable in a government career, because in a government career there is no time, there are points,” he said.
“We will present a solution that is never the same, because the careers have different rules, but which is an approximation and an equivalence of the solution found for the different careers,” he added.
