Pensions: Elisabeth Borne says she no longer wants to use 49.3 “apart from financial texts”

The President of the Government assures that he wants to “appease the country”, after several weeks of protests and tension around the pension reform.

“The method that I proposed for the future is: no 49.3 outside the financial texts,” Elisabeth Borne said this Sunday, in an interview with AFP, while the use of this tool to have this reform has fueled the protest.

“Since the beginning of the legislature, 11 bills and 12 legislative proposals have been definitively approved. 49.3 have been used on only three texts” which are the budget texts for 2023, of which the pension reform is part , recalled the President of the Government. Minister.

In the texts, this tool can only be used once per parliamentary session outside of financing bills (PLF) or social security financing (PLFSS) bills, such as pensions.

“Appease the Country”

Article 49.3 of the Constitution allows the approval of a text without a vote but exposes the government to a motion of censure. Two motions on the text of pensions were rejected, one of them with 9 votes.

Elisabeth Borne claims to want to “appease the country”, after several weeks of questioning the pension reform. She also says that she is “available” for the guilds to meet with them in places other than the pensions.

Regarding pensions, he recalls that the reform has been approved and “will continue its course” until the Constitutional Council issues its opinion, at the end of which the President of the Republic “must promulgate the law”, as provided for in the Constitution.
