PR establishes government diploma for teacher competition

This Monday, the President of the Republic promulgated the government diploma on the recruitment of teaching staff, despite the fact that his proposals on the matter were not accepted, so as not to “delay the expectations of about eight thousand teachers”.

The announcement of this law and its justification by Marcelo Rebelo de Sousa are contained in a note published on the official website of the Presidency of the Republic on the Internet.

In that note, the head of state mentions that “as far as the current diploma is concerned, several suggestions have been made and a concrete proposal has also been made on the bonding of teachers, in the sense of making it more stable, without thereby adding additional inequalities to the pre-existing ones”.

“While the proposal presented has not been approved, nor any other more minimalist proposal, has been proposed at some point in the dialogue with the Presidency of the Council of Ministers, the President of the Republic considers it necessary to promulgate the current legal framework” , he adds.

Marcelo Rebelo de Sousa declares that he has decided “taking into account the publication by the government in the Diário da República of Regulation No º 111-A/2023 of April 26, which opens a competition for only two thousand teachers, for next year, on the basis of the current version of the law and because the new law has not yet been adopted or published and has therefore not yet entered into force”.

On the other hand, he argues that “postponing the entry into force, even within the statutory period of 40 days, which ends on May 15, or refusing this entry into force, in this context would be tantamount to postponing the expectations of about eight thousand teachers, moreover, to leave without commitment some of their specific demands, accepted by the government”.

“For this overriding reason, the President of the Republic has promulgated the Government Diploma governing the term of office and competitions for the selection and recruitment of teaching staff in pre-primary, primary and secondary education,” the head of state justifies.

With regard to this Decree-Law, the President of the Republic mentions that “The Civil House of the Presidency of the Republic, in contact with the Government and the host trade union associations, has been following very closely both the current legal regime and the case. , still in treatment, of the phased restoration of teachers’ service”.

At the end of this note, Marcelo Rebelo de Sousa once again calls for “continuing the dialogue with teachers, namely on the future of teachers who are now committed for a year, as well as on the phased return of allocated and not yet recognized teaching time. ” “.

“It would be important that the 2023-2024 school year does not become, at least for some students and families, another eventful year like, for very different reasons, the three previous years,” he reiterates.

The Decree-Law establishing the new system for the management and recruitment of teaching and secondary teaching staff and specialized technicians for training was approved by the government on March 16.

On April 10, the president of the republic said he was waiting for answers to “a series of doubts” about this decree-law that he had submitted to the government.

In Murça, district of Vila Real, where he went to inaugurate the Casa Museu Soldado Milhões, Marcelo Rebelo de Sousa was received by a group of teachers from different parts of the country, from Silves to Chaves, who asked him not to promulgate the decree of the government, which they called the “poisoned gift for all teachers.”

The head of state replied that he had received the diploma about a week ago and that from then on “a period of 40 days began to count, which can be extended in accordance with the dialogue with the government”.

“The fact is that since then during Easter week I have also received contributions from teachers, long and detailed, practically from almost all unions,” he referred.

On this basis, he added, “the presidency of the Republic sent a series of doubts to the government”.

“They were sent at the end of last week, I admit it was until Thursday and now we are waiting for the response from the government on the various issues that arise and we will see later for the clarification,” he explained.

The revision of the teacher recruitment regime was negotiated with the sector’s trade union organizations for more than five months, a process that ended without an agreement.
