Costa highlights Marcelo’s promulgation of a decree for the “stability” of teachers

This Monday, the Prime Minister highlighted the promulgation by the President of the Republic of an “important” decree for the stability of teachers, as the diploma allows to move forward with the end of uncertainty, binding “thousands” of teachers.

This position of António Costa was broadcast on his account on the social network Twitter, after Marcelo Rebelo de Sousa proclaimed the government diploma on the recruitment of teaching staff, although the head of state also said that his proposals in this matter were not accepted.

According to the executive leader “the decree promulgated today by the President of the Republic is important news for the stability of teachers’ lives. With this diploma, thousands of teachers will finally be linked”.


In the prime minister’s perspective, this move will “end the days of having their house on their backs” for many teachers.

“We are moving forward with the end of uncertainty, through the dynamic pairing – and without overtaking – of those who have been employed for 1095 days. We will continue to work to make the teacher’s career worthy”he added.


Earlier, in a note published on the official website of the Presidency of the Republic on the Internet, the head of state stated that, “as far as the current diploma is concerned, several suggestions were made and a concrete proposal was also submitted on the bonding of teachers, in the sense of making it more stable, without introducing additional inequalities compared to those already existing”.

“While the proposal presented has not been approved, nor any other more minimalist proposal, has been proposed at some point in the dialogue with the Presidency of the Council of Ministers, the President of the Republic considers it necessary to promulgate the current legal framework”added in the same note.

Marcelo Rebelo de Sousa declares that he has decided “taking into account the publication by the Government, in the Diário da República, of Ordinance No. 111-A/2023 of April 26, opening a competition for only two thousand teachers, for the following year, based on the version of the current law and because the new law has not been passed or published and therefore has not yet entered into force”.

On the other hand, he states that “postponing the law, although within the legal deadline of 40 days, which ends on May 15, or denying this law, in this context, would be tantamount to delaying the expectations of approximately eight thousand teachers, in addition to letting some of their specific claims without legal consecration, accepted by the government”.

“For this overriding reason, the President of the Republic has promulgated the Government Diploma governing the term of office and competitions for the selection and recruitment of teaching staff in pre-primary, primary and secondary education”justifies the head of state.

With regard to this Decree-Law, the President of the Republic mentions that “The Civil House of the Presidency of the Republic, in contact with the government and host union associations, has been following very closely both the current legal regime and the pending issue of the phased restoration of teachers’ service.”.

At the end of this note, Marcelo Rebelo de Sousa again appeals “that the dialogue with the teachers continues, namely about the future of the teachers who are now coupled for a year, as well as about the phased recoupment of the planned and not yet recognized teaching time”.

“It would be important that the 2023-2024 school year does not become, at least for some students and families, another eventful year like the three previous years, for very different reasons”repeats.

The Decree-Law establishing the new system for the management and recruitment of teaching and secondary teaching staff and specialized technicians for training was approved by the government on March 16.
