FPF has proposed a proposal for the management of arbitration in professional football

The external entity to manage the arbitration of professional football competitions was presented to the Board of Directors of the Portuguese Football Federation (FPF) on Thursday, the organization announced in a statement.

According to the FPF, the project being managed today falls under the responsibility of the current Arbitration Council (CA), “in accordance with the challenge launched by the Federation on June 6, 2023”.

At that time, a working group was created led by José Fontelas Gomes, President of the CA, and composed of representatives appointed by the Portuguese Professional Football League (LPFP) and the Portuguese Association of Referees (APAF), who also had the opportunity to give their contribution .

In the proposal that emerged from the various meetings, the CA reveals that it was proposed to create an external entity, with its own legal personality, endowed with financial, administrative and technical autonomy, as is the case in England and Germany. The proposal implies the need to change the current legal framework.

According to the proposal, the company will have a tripartite management. APAF and the League will be invited to join the administration, with one member each appointed. Due to FIFA and UEFA regulations, the Portuguese Football Association will have greater responsibilities in the governance model.

The management of the company will be under the responsibility of a hired general manager, who will be responsible, among other things, for defining the panel of referees and video referees, establishing training and education parameters, making appointments, preparing and submission of financial and administrative management standards for administration and budget preparation.

The proposal also states that the relationship with the arbitrators will be clear: the arbitrators will be service providers and will receive a fixed monthly amount.

It is also expected that the arbitration company will go through a transition phase, during which it will use its own autonomous space in Cidade do Futebol, and is expected to be able to survive on its own revenues after three seasons.

The project presented to FPF management today is now publicly consulted and open to contributions for future discussion.
