Government-issued diploma to criminalize the use of fireworks in stadiums

The government was working on a diploma called Legal Regime for Explosives and Hazardous Substances, which will include the criminalization of the use and deflagration of pyrotechnic devices at sports venues, an interior ministry source (MAI) told Lusa on Sunday.

This degree includes a section on criminal liability and administrative offenses, as well as a section on criminal liability and crimes of general danger.

The new framework proposes a prison sentence of up to five years or a fine of up to 600 days for anyone who “transports, holds, uses, distributes or possesses explosives, objects or devices” as defined in the same diploma, doing so in “sports venues or when traveling to or from them when performing a sports show”.

Prohibited articles are improvised explosive devices or “pyrotechnics”, including any device containing explosive substances or “an explosive mixture of substances designed to produce a heating, lighting, sound, gaseous or smoking effect, or a combination of these effects”, including the popular “very lights”.

On Saturday, in the game between Sporting and Casa Pia (3-1), of the 10th round of the I Football League, the cheering teams against Sporting set off fireworks behind Adán’s goal in the first minutes of the game.

The behavior of these supporters led to a violent police action in that sector, with chairs being seen flying and some supporters arrested.

The PSP confirmed that “during the game, around 8:46 PM, a group of SCP supporters in the southern part of the stadium prepared and fired numerous missiles, which are not to be used in the stadium. the stadium was endangered, showing spectators and sports agents and large banners, one of which was offensive to the police”.

“In order to preserve the physical integrity of all spectators at risk from the launch of the missiles, police teams were called to the bank, with the aim of stopping such behaviour, removing the tags and intercepting the violators,” the note added. ready. that force, police officer.

The PSP goes on to say that when “normality was restored, when the police officers left the bank, SCP supporters threw chairs in their direction and steps were taken to restore law and order, with the violence necessary for a specific situation”.

“In the PSP action, four SCP supporters involved in these actions were intercepted and the tags and equipment used to launch missiles were seized,” adds the statement.

Before the match, the PSP had carried out an inspection operation at the headquarters of Juventude Leonina, next to the José Alvalade stadium, “which had the cooperation of ASAE and the Lisbon Municipal Police” and found “several violations, after having been recognized by the various entities notifications of violation, with the detention of various material”.

The case is on the agenda after the Secretary of State for Youth and Sports, João Paulo Correia, announced on Thursday this criminalization of fireworks at sports venues.

The situation became more visible after the police charge against ‘leonine’ supporters, which will have started because of the deflagration of pyrotechnic objects.

Sporting in a statement on Sunday rejected the violence that took place at the José Alvalade stadium, cut ties with Juventude Leonina’s cheerleader and reiterated its position “in favor of a healthy sports show, living in the family and in support of his club, and will remain unyielding in the fight against crime and violence in sport”.
