The transfer of the surface right of the land of Avenida da Cidade de Shanghai, in the parish of Ramalde, to the Porto Football Association (AFP) was approved with the favorable votes of the independent movement of Rui Moreira, PSD and PS, the vote against the CDU and the abstention of the BE.
For the CDU councilman, it is not a “good proposal” and the municipality should look for another piece of land to give it to the association, since he considers that the construction of a soccer academy in that place requires a prior opinion from the Directorate General of Cultural Patrimony of the Humanity (DGPC) and will promote the “destruction of a cataloged area of great environmental and patrimonial interest that must be maintained”.
“An alternative must be sought for the construction of the academy, that is, in the areas where the Municipal Master Plan (PDM) has the possibility of building facilities”, Ilda Figueiredo stressed.
In response to the councilman, the mayor of Porto, Rui Moreira, said that there could be no opinion from either the DGPC or the North Regional Directorate of Culture (DRCN), “because there is no urban proposal in progress.”
Rui Moreira also clarified that AFP reached an agreement with the owner of the land, Santa Casa da Misericordia do Porto, to build an academy on that land, north of Quinta da Prelada.
“It seems good to us that an academy be built there as long as it complies with all the regulations, including classification,” said the independent mayor, pointing out that it is “a strip” of land and that the construction of a sports facility in that place “does not violate the PDM”.
The councilor responsible for Urbanism of the Chamber of Porto, Pedro Baganha, also added that the plot identified and to be assigned to the association “is not part of the classified property”, that is, of Quinta da Prelada, but of the “Special Protection Zone”. “.
Also the councilor of BE, Maria Manuel Rola, said that there is “capacity for intervention” of the Porto Chamber on what the association intends to build there and that this commitment must be guaranteed in the contract, for example, in terms of the degree of waterproofing . ground
“The Porto Chamber currently has negotiating capacity and that should be reflected in the contract,” he said.
For the councilman, Rui Moreira assured that the concerns are “safeguarded in the PDM” and that the project, like the others, must comply with the instrument.
“The Quinta da Prelada has been in the situation it is in for a long time. We will finally have a use for that space that is not for enjoyment, but we will have something available that is good for the city,” he added.
In the approved proposal, the councilors of Urbanism and Sports of the Porto Chamber clarified that the municipal plot will be used together with other plots, belonging to the Santa Casa da Misericordia do Porto, and that are already assigned in surface rights to the association , for a term of 25 years, for the construction of the academy.
The municipal land, with more than 17 thousand square meters, will also be transferred for a term of 25 years, and according to one of the clauses of the contract, the term of completion of the work, to be carried out in accordance with the project to be approved by the municipality, will be five years counted from the date of the public deed.
Together with the creation of the surface right in favor of the AFP, the granting of support of 259,894.12 euros was approved for the execution of the club’s sports development program, an amount that corresponds to the difference between the value of the surface right and the value of the monthly installment of 25 years.
