More than 320 people were prevented from entering sports venues in 2022

More than 320 people were prevented from entering sports venues during 2022 for improper conduct, the Authority for the Prevention and Combat of Violence in Sport (APCVD) announced on Tuesday.

According to the APCVD’s 2022 sanctioning activity report, “391 measures were issued to prohibit access to sports venues and in 2022 323 came into force.”

The vast majority of the prohibitions, 299, were motivated by the possession/use of pyrotechnic devices, the rest being for the commission of acts or incitement to violence, racism, xenophobia and intolerance (14), throwing of objects (nine) and practice of acts or incitement to violence, racism, xenophobia and intolerance by a sports agent (one).

The number of ban measures that came into force in 2022 is well above the 187 enacted in 2021, a year that was still marked by competitions being held behind closed doors, for some time, due to the Covid-19 pandemic.

In total, between January 1 and December 31, 2022, the APCVD initiated 1,364 administrative offense processes and concluded 1,327, a number that includes processes carried over from previous years.

In the total sentences handed down in 2022, the following distribution is verified: 60% of convictions, 31% of archive sentences (for various reasons), 8% of sentences sent to the Public Ministry, due to the existence of concurrence of criminal offenses , and 1% of convictions revoked after judicial challenge.

According to the report, the possession/use of pyrotechnic devices (32%) was the main reason for the application of fines, followed by the breach of the duty of correction, moderation and respect (19%), support for the Collective Management of Unregistered Fans ( 16%), committing an act or inciting violence, racism or xenophobia (9%), non-compliance by the promoter with safety regulations (7%), non-compliance with the duty to ensure compliance with the regulations and conditions of access and permanence of spectators (4%), throwing of objects (4%) and other types of infractions (9%).

According to the latest update from the National Sports Information Point, currently, 302 fans are prohibited from accessing sports venues, of which 205 by decision of the APCVD and the rest by court order.

Since it came into operation in 2019, the APCVD has handed down more than 2,000 unappealable final convictions, having resolved some 900 bans on access to sports venues, of which more than 700 have already entered into force effectively.
