More than 320 people were denied access to sports venues during the year 2022 for improper behavior, the Authority for the Prevention and Combating of Violence in Sport (APCVD) announced on Tuesday.
According to APCVD’s 2022 sanctions activity report”391 measures have been issued to ban access to sports venues and 323 will come into force in 2022″.
The vast majority of the bans, 299, were motivated by the possession/use of pyrotechnic artifacts, the rest for committing acts or inciting violence, racism, xenophobia and bigotry (14), throwing objects (nine) and practicing acts or incitement to violence, racism, xenophobia and intolerance by a sports agent (one).
The number of bans that came into effect in 2022 is much higher than the 187 enacted in 2021a year that was still dominated by competitions behind closed doors for some time due to the covid-19 pandemic.
In total, between January 1 and December 31, 2022, the APCVD initiated 1,364 administrative infringement proceedings and completed 1,327, a number including processes carried over from previous years.
In the total number of judgments handed down in 2022, the following distribution is checked: 60% of the judgments sentencing, 31% of the decisions that are put on hold (for various reasons), 8% of the decisions that are sent to the Public Prosecution Service are sent because of the existence of concurrence with criminal offenses, and 1% of the sentencing decisions are revoked after a judicial challenge.
According to the report, possession/use of pyrotechnic artifacts (32%) was the top reason for fines, followed by non-compliance with the duty to use propriety, moderation and respect (19%), support for an organized Group unregistered Fans (16%), committing an act or inciting violence, racism or xenophobia (9%), promoter’s non-compliance with safety regulations (7%), breach of duty to ensure compliance with rules and conditions for spectator access and permanence (4%), throwing objects (4%), and other types of offenses (9%).
According to the latest update from the National Sports Information Point, 302 fans are currently denied access to sports venues, 205 of which by decision of the APCVD and the rest by court order.
Since its inception in 2019, the APCVD has issued more than 2,000 final sentencing decisions that are not subject to appeal, and issued approximately 900 sports venue bans, of which more than 700 have already taken effect.
