Does Elon Musk have the weight of a head of state? One thing is certain: the shadow of the richest man in the world hangs over the Ukraine war. Latest revelation to date: he would have spoken directly with Vladimir Putin to find a way out of the conflict, which he flatly denies. A look back at a strange peace plan that angered the Ukrainians and turned the Russians into reality.

• The peace plan

If Elon Musk has been able to evoke the war in Ukraine since its outbreak, it is rather to offer his help to the Ukrainians thanks to his Starlink satellite system. But on October 3, he released a highly controversial mini-peace plan on Twitter.

On the menu: redo annexation referendums in Ukraine’s eastern regions, but this time under UN supervision; register Crimea’s final accession to Russia and allow its water supply; act on Ukraine’s neutrality.

The last two points were claimed by Moscow, Elon Musk was quickly attacked by the Ukrainians accusing him of playing Russia’s game. “My very diplomatic response is to go see you,” responded, for example, the Ukrainian ambassador to Germany, Andriï Melnyk. Oleksiy Arestovytch, the adviser to the Ukrainian president, made him a hostage.

Especially since the poll that accompanied Musk’s famous peace plan received a majority of negative responses. So entangled in his fake Twitter takeover, he took the opportunity to accuse the reported bots…

• The (small) recoil

Attacked from all sides, Elon Musk tried to catch up by claiming he was “pro-Ukraine”.

Challenged by Ukrainian President Volodymyr Zelensky, the billionaire still claimed to “support” Ukraine, saying he was “convinced that a massive escalation of the war will cause great harm to Ukraine and perhaps to the world.”

On the Russian side, on the contrary, we welcome this proposal. “We note, of course, that this initiative by (Elon) Musk kept people awake in Europe, in Ukraine, in Poland, in the Baltic republics. Especially the bots who voted so actively,” Kremlin spokesman Dmitry said. Peskov. “But actually it’s a really positive step that someone of the stature of Elon Musk is looking for a peaceful way out of this situation.”

However, since this episode, Elon Musk has been a little more cautious about the war in Ukraine, although he recently reported that 25,000 Starlink connection kits were operational in the country.

• Dialogue with Putin

This is the bombshell dropped by the American political scientist Ian Bremmer, founder of the Eurasia Group consultancy. In a bulletin seen by Vice, he claims that Musk spoke directly with Putin before proposing his famous peace plan. According to Bremmer, the Russian president even announced his red lines and his conditions for negotiating the truce, namely the status of Crimea, Ukrainian neutrality and the annexation of the regions. How does he know? Musk told him everything, says Bremmer.

Putin also reportedly told Elon Musk that his goals would be achieved “no matter what” stressing that the nuclear option was not impossible in the event of a Kyiv invasion of Crimea.

• Musk’s denial

Quickly, Elon Musk denied this claim, supported by Ian Bremmer. “Nobody should trust Bremmer,” Musk said.

For his part, the political scientist confirmed his statements.

And to address: “I have long admired Musk as a unique and world-changing entrepreneur,” but “he is not an expert on geopolitics.”

The issue is far from trivial as relations between Moscow and Washington are explosive. As the BBC recalls, a US law dating from 1799 – never used – prohibits US citizens from dealing directly with states without the authorization of the US government.
